Intersection realignment designed to avoid jurisdictional impacts with minimal impacts associated with an existing culvert replacement.

All construction equipment will be staged and operated from upland areas. NCDOT will also install silt fencing to protect the streams and wetlands
adjacent to the project. Safety fencing will be used to delineate jurisdictional and environmentally sensitive areas from encroachment.

Red -cockaded woodpecker foraging or nesting habitat is not found adjacent to the project area. NCNHP database records no element occurrence
within a mile of the project area. (No Affect) / Dwarf Wedgemussel, Tar River Spinymussel, Yellow Lance, and Atlantic Pigteo (proposed/historic) is
included in the IPaC TE letter dated May 8, 2019, list for this project. However review of the 12 digit HUC GIS element occurrence layer shows these
species to not be located within seven miles of this project. NCNHP database records no element occurrence within a mile of the project area.
Therefore, this project meets the Section 7 Mussel Programmatic protocols for culvert replacements of "May Affect, Not Likely to Adversely Affect".
