They have revised the septic permit to allow for the building to be moved closer to Old Whitfield Road, and moved the septic tanks to the other side of the building. They have also reduced the impact from 0.43 Acres to 0.41 acres. Please take a look and email me back with any comments. Describe the existing conditions on the site and the general land use in the vicinity of the project at the time of this application: The site is currently undeveloped with grass and a few small trees and shrubs. The surrounding property is undeveloped to the southwest, residential to the NE and N, business/warehouse to the N and NE, by US Highway 17 to the NE, East and SE with undeveloped land, residential and commercial properties adjacent to the SE side of US Highway 17. 3b. Explain the purpose of the proposed project: It is proposed that the site is to be developed as one medium sized retail business and multiple smaller retail units with parking and loading areas and storm water retention area as permitted by NCDENR. 3e. Also shown are 73 Parking spaces, loading and unloading areas, and waste receptacles space as required by Pender County Planning Department. Pender County Zoning requires a 100' setback form US Highway 17, therefore the building has to be placed in the location shown on the plans submitted. Also 73 Parking spaces, loading and unloading areas, and waste receptacles space as required by Pender County Planning Department 1 b. We are proposing mitigation through the creation of two partial upland areas on the site (refer to Figure 3) that are adjacent to the existing wetlands. The creation area will consist of 0.208 acres that will be graded to the elevation of the existing abutting wetlands. Initially the root mat will be removed and stored onsite, then the underlying sand layer will be removed to an elevation slightly lower than the abutting wetlands the and organic top soil mixture and the root mat will then be re-spread over the excavated areas and disked to a depth of six inches. Next, approximately five bald cypress (or its equivalent), five Wax Myrtles (or its equivalent), 20 Grasses (wetland tolerant), and four pounds of a wetland seed mix will be placed in the wetland areas. These areas will also be placed in preservation so monitoring is proposed as visual inspection annually as the site returns to its natural state. In the event the wetlands become dry in the future , because of the preservation, there is not the potential for this area to be impacted in the future. 6.
