PROJECT DESCRIPTION: The project site is located at 301 North Front Street next to the Wilmington Hilton and Riverwalk, adjacent to the Cape Fear River. The site is located within the Wilmington city limits, in New Hanover County. To locate the property travel east towards Wilmington from the US Highway 74/76 Memorial Bridge, over the Cape Fear River. At the first light, tum left onto 3`d Street and continue to head north until you reach Market Street (US HWY 17). Turn left onto to Market Street and continue heading west until you reach Water Street. Turn right onto Water Street and travel approximately 0.1 miles until you reach the property of interest on the left located at the Wilmington Hilton. The 0.3-acre tract is located waterward of the hotel and its associated parking areas and amenities located on the property. ,The property averages 6 feet above Mean Sea Level (MSL). The project area i>f the property is located on the southern end with approximately 600 linear feet of shoreline along the Cape Fear River. Existing structures on the landing consists of a section of the Wilmington Riverwalk, platform, bulkhead and the City's floating docks (See Sheet A 1 of 2). Upland vegetation consists of ornamental landscaping and lawn grass. There are currently no coastal wetlands located at this location of the property; however, there is an area of coastal wetlands waterward of the existing bulkhead located on the northern end of the property, which is not within the project area. Vegetation consists primarily of Smooth Cordgrass (Spartina altern~ora). The New Hanover Land Use Plan classifies adjacent waters as Conservation, and the adjacent high ground portion of the project area as Developed. The waters of the Cape Fear River are classified SC by the Division of Water Quality. They are designated as a Primary Nursery Area (PNA) by the N.C. Division of Marine Fisheries and they are CLOSED to the harvest of shellfish. PROPOSED PROJECT: The applicant proposes the construction of a new bulkhead waterward of existing, failing bulkhead located at the Wilmington Hilton and Riverwalk, adjacent to the Cape Fear River. The existing section of the Riverwalk and floating docks within the project area would be temporarily removed during the construction process for the new bulkhead. The proposed new steel bulkhead would be constructed 2' waterward of the existing. failing bulkhead along the 600 linear feet section of the shoreline. The application states that the new bulkhead would be reinforced with helical anchor tieback system and some locations a steel H-pile batter pile frame placed in front of the existing system (See Sheet S 1 of 2). The application also states that the existing Riverwalk would be rebuilt within its original location in place of the existing bulkhead with new exterior lighting. ANTICIPATED IMPACTS: The proposed new bulkhead would incorporate approximately 1200 sq. ft. of Estuarine Waters and Public Trust Area. The project would result in the disturbance of approximately 12,000 sq. ft. of highground area as a result of the bulkhead back fill and installation of the tie-back/anchor system. The replacement of the existing floating docks and platform, once construction ofthe new bulkhead has been completed, would conform with the 1/4 rule and not extend into the USACE Harbor Line, as proposed. It is extremely important that this bulkhead be reinforced and replaced using a new epoxy coated steel bulkhead consisting of a combination of helical anchor tie-back system and in some locations a steel H-pile batter pile frame placed in front of the existing system. There is the possibility of a sudden failure and its replacement is urgently needed. The entire length of the bulkhead is 600 feet. (Refer to Coastal Resources Commission Rule 7J.0203 for a detailed description.) Please note that original drawings are preferred and only high quality copies will be accepted. Blue-line prints or other lazger plats are acceptable only if an adequate number of quality copies are provided by applicant. (Contact the U.S. Army Corps of Engineers regazding that agency's use of larger drawings.)
