JL Hog Farm

Dear Mr. Spell:
On October 13, 1998, staff from the Fayetteville Regional Office of the
Division of Water Quality inspected the JL Hog Farm swine facility. It was noted
that the receiving crops were different than those designated in the certified animal
waste management plan (CAWW). The CAWMP was written for corn, wheat
soybeans, and coastal bermuda. However, all of the spray fields were sprigged in
coastal bermuda this past spring. The irrigation system that was designed for this
farm has not been installed. The conditional in the certification papers stated that
the system would be installed by September 1, 1998. Mr. Spell had irrigated a
couple of times using aluminum pipe and a stationary gun. Mr. Spell stated that
this was the system he planned to use instead of installing the system that was
certified and designed for the farm. Mr. Spell had failed to take a waste sample 60
days prior or 60 days after pumping as required by the CAWMP. It was also
noted that the farm was not maintaining weekly lagoon levels as stated in the
general permit.
In regard to the deficiencies noted during the inspection, the following actions
are requested:
1. Contact a technical specialist in order to get the CAWMP updated to include
the correct crops along with the allowable plant available nitrogen (PAN) rates for
that crop.

2. Contact the technical specialist who designed the irrigation system for the farm so that the existing
system that is going to be used can be calibrated and certified. Also need to develop an irrigation
layout for the existing system so that the fields will be properly irrigated in a consistent manner. Once
this has been done and the system has been certified, a copy of the new certification will need to be
sent to the Raleigh Central Office to replace the original certification_
3. Need to take waste sample 60 days before or 60 days after pumping in order to complete the
irrigation records.
4. Need to maintain weekly lagoon levels since this is a requirement of the general permit as stated
in section 1II (2).
Please provide a written response to this office on or before November 20, 1998 regarding
corrective actions taken or planned. Nothing in this letter should be taken as absolving this facility
of the responsibility and liability of any violations that have or may result from these deficiencies. If

The following actions have been taken regarding the four
items as requested:
1. Glenn Clifton, Technical Specialist with Preatage
Farms, Inc. is in the process of rewriting the CAWMP to
include the crops planted in the fields.
2. Floyd Adams, P. E. with The Adams Company, Inc. has
been contacted and has visited the site and plana are to
design an irrigation layout for the existing system.
3. Lagoon waste sample has been taken and sent to NCDA
Lab.
4. Have started taking weekly lagoon levels as required by
my general permit.
The above items will be completed by November 30, 1998.
