Carroll's Foods, Inc. f 1 c/o David Nordin 0 PO Box 856 Warsaw, NC 28398 SUBJECT: Operation Review Farm 2508 Facility No. 82-471 Sampson County Dear Mr. Nordin, NORTH CAROLINA DEPARTMENT OF ENVIRONMENT AND NATURAL RESOURCES Notice of Referral FAYETTEVILLE REGIONAL OFFICE February 24, 1999 On February 19, an Operation Review was conducted on Farm 2508, facility no. 82-471. This Review, undertaken in accordance with G.S. 143-215.10D, is one of two visits scheduled for all registered livestock operations during the 1999 calendar year. The Division of Water Quality will conduct a second site inspection. During the Review, it was noted that the bermuda and small grain had been over - applied greater than 10% of the PAN recommendation for these crops. According to Section 111.6.F. of the general permit issued by the Division of Water Quality, it states that overapplying animal waste either in excess of the limits set out in the CAWMP or where runoffff entters surface waters should be reported to the Division of Water Quality. It was noted that the bermuda had been over -applied 157 lbs. of nitrogen on field #1, 108 lbs. of nitrogen on field #3, 261 lbs. of nitrogen on field #4A, and 262 lbs. of nitrogen on field #4B. The small grain had been over -applied in field #4A 8 lbs. of nitrogen. Possible seepage was observed on the outer wall of the lagoon. The seepage was noted on the backside of the lagoon from the hog houses. The Division of Water Quality will revisit farm site concerning the possible seepage problem. You are strongly encouraged to contactour certified technical specialist for help. You may also want to contact your local Soil andWaterConservation District Office since they may be able to provide you with additional technical and/or financial assistance to implement corrective best management practices. Please remember that in order for your facility to be in compliance with environmental regulations, animal waste cannot be discharged into the waters of the State, and the animal waste collection, trent, storage and disposal systems must be properly sized, maintained and operated under the responsible charge of certified operator. DWQ will be notified to visit farm site for seepage possible on outer wall_ 7- Need to extend discharge pipe out into lagoon. Major eroion noted on inside slope of lagoon at discharge pipes and where surface water was entering lagoon. Need to contact technical specialist in reguards to fill, grade, and compact material in eroson areas. Need to vegetate all affected areas. Remove small trees from inside slope of lagoon.
