NORTH CAROLINA DEPARTMENT OF ENVIRONMENT AND NATURAL RESOURCES FAYETTEVILLE REGIONAL OFFICE March 10, 1999 Marshall Lee 319 Fox Lake Drive Clinton, NC 28328 SUBJECT: Operation Review Notice of Referral Marshall Lee Farm Facility No. 82-26 Sampson County Dear Mr. Lee, On March 1, an Operation Review was conducted on Marshall Lee Farm, facility no. 82-26. This Review, undertaken in accordance with G.S. 143-215.1 OD, is one of two visits scheduled for all registered livestock operations during the 1999 calendar year. The Division of Water Quality will conduct a second site inspection. Duringthe Review, it was noted that the small grain had been over -a lied greater than 1% of the PAN recommendation for that crop. It was noted that the small grain had been over -applied by 8.5 lbs. N/Acre on pull A. Mr. Lee stated that he did not apply to bermuda last growing season on this particular pull. He failed to have his General Permit on the arm site. He was not aware to contact DWQ in regards to overapplication. Mr. Lee needs to reduce PAN on bermuda by 8.5 lbs. NlAcre on pull A this growing season. You are strongly encouraged to contact your certified technical specialist for help. You may also want to contact yourlocal Soil and" Water Conservation District Office since they may be able to provide you with additional technical and/or financial assistance to implement corrective best management practices. Please remember that in order for your facility to be in compliance with environmental regulations, animal waste cannot be discharged into the waters of the State, and the animal waste collection, treat, storage and disposal systems must be properly sized, maintained and operated under the responsible charge of a certified operator.
