SUBJECT: Operation Review Notice of Referral
Farm 2148 & C&M II
Facility No. 82-14
Sampson County
Dear Mr. Nordin,
FAYETTEVILLE REGIONAL OFFICE
February 24, 1999
On February 17 an Operation Review was conducted on Farm 2148 and C&M II,
facility no. 82-14. This l4eview, undertaken in accordance with G.S. 143-215.10D, is one
of two visits scheduled for all registered livestock operations during the 1999 calendar
year. The Division of Water Quality will conduct a second site inspection.
During the Review, it was noted that the fescue had been over-appliedgreater
than 10% of the PAN recommendation for that crop. According to Section 111.6.0. of the
general permit issued by the Division of Water Quality it states that overapplying animal
waste either in excess of the limits set out in the CAWMP or where runoff enters surface
waters should be reported to the Division of Water Quality.
The irrigation system for both farms are not tied together according to Michael
Graham with Carroll's Foods Inc. According to the waste utilization plan written by Don
Butler on 9-5-97, irrigation was going to be fied together.
You are strongly encouraged to contactour certified technical specialist for help.
You may also want to contact yourlocal Soil andWaterConservation District Office since
they may be able to provide you with additional technical and/or financial assistance to
implement corrective best management practices.
Please remember that in order for your facility to be in compliance with
environmental regulations, animal waste cannot be discharged into the waters of the
State, and the animal waste collection, treat, storage and disposal systems must be
properly sized, maintained and operated under the responsible charge of a certified
operator.
The Division of Soil and Water Conservation appreciates your cooperation with
this Operation Review. Please do not hesitate to call me at 910/486-1541 extension 292
if you have any questions, concerns or need additional information.
VC.
