Cumulative Impacts (DWR Requirement) 3a. Will this project result in additional development, which could impact nearby downstream water quality?* r Yes r No 3b. If you answered "no," provide a short narrative description. Project will not provide utilities or access to adjacent properties. No other impacts will occur within the site. 4. Sewage Disposal (DWR Requirement) 4a. Is sewage disposal required by DWR for this project?* r Yes r- Nor N/A 4b. Describe, in detail, the treatment methods and dispositions (non -discharge or discharge) of wastewater generated from the proposed project. If the wastewater will be treated at a treatment plant, list the capacity available at that plant. Sewer is required is for the office (with a bathroom having a toilet and a hand wash sink) that will be located in the front right corner of the first storage building. None of the other storage buildings will require sewer since they will only consist of either climate controlled or non -climate controlled storage units. Since only 2 employees will be required for the office, it will be served by an on-site septic system to be permitted by the Brunswick County Health Department. The applicant plans to apply for a small septic system to be located between the first building/office and it's parking lot shortly. 5. Endangered Species and Designated Critical Habitat (Corps Requirement) Sa. Will this project occur in or near an area with federally protected species or habitat?* r Yes r No 5b. Have you checked with the USFWS concerning Endangered Species Act impacts?* r Yes r No 5d. Is another Federal agency involved?* r Yes r No r Unknown 5e. Does this project involve (1) blasting, and/or (2) other percussive activities that will be conducted by machines, such as jackhammers, mechanized pile drivers, etc.? r Yes r No 5j. What data sources did you use to determine whether your site would impact Endangered Species or Designated Critical Habitat? The NC Natural Heritage Program on-line database was reviewed. According to this database, no rare species are known to occur on or within a one mile radius of the site. Additionally, the USFWS PAC website was reviewed and, according to this database, several federally -protected species may occur in the project area. Many of these are marine or coastal species that would not be found near the site. Additionally, the site does not contain any mature pine trees and, therefore, does not provide suitable habitat for the red -cockaded woodpecker. Since no wetlands exist within the site, it does not provide suitable habitat for any of the federally -listed plants known from this region. The minimal areas of forest within the site may provide suitable roosting habitat for the northern long-eared bat. Since no hibernacula or maternity roost sites are known to occur in Brunswick County, any impact from tree -clearing would be considered exempt per the 4(d) rule. Consultation Documentation Upload 6. Essential Fish Habitat (Corps Requirement) 6a. Will this project occur in or near an area designated as an Essential Fish Habitat?* r Yes r No 6b. What data sources did you use to determine whether your site would impact an Essential Fish Habitat?* NOAA EFH Mapper 7. Historic or Prehistoric Cultural Resources (Corps Requirement) 7a. Will this project occur in or near an area that the state, federal or tribal governments have designated as having historic or cultural preservation status?* r Yes r No 7b. What data sources did you use to determine whether your site would impact historic or archeological resources?* The HPO Web GIS service website was reviewed. No cultural or historic occurrences are known to occur on or near the site. 7c. Historic or Prehistoric Information Upload 8. Flood Zone Designation (Corps Requirement) 8a. Will this project occur in a FEMA -designated 100 -year floodplain?* r Yes r No 8c. What source(s) did you use to make the floodplain determination?* The FEMA Flood Map Service website was reviewed and the site is not located within the 100 -year Floodplain. I wanted to confirm with you after our field visit that the feature indicated on the attached map is indeed just a ditch and not a stream or classified surface water. I agree with the determination from the USACE that the feature is a RPW/Ditch. If you have any questions or need anything else, please let me know. I have attached a project JD that I obtained last year down in Brunswick County west of the intersection of Ocean Isle Beach Road and US 17. Brennan Dooley (COE) and I determined that the tract had no 404 wetlands and one "Waters/RPW" ditch running diagonally through it. Alan Lewis is preparing a stormwater and sediment control plan that will need to fill the ditch so I wanted to make sure you agree with me that it is just a ditch before Kim and I apply for a Nationwide Permit. The soils on either side of the ditch are non -hydric and it appears the old ditch was used for site specific drainage and stormwater conveyance. Would you be available to meet me onsite soon so we know your thoughts before we prepare the application.
