This letter is in reference to your telephone call of February 28,
1996 concerning the property adjacent to your property in Rockingham.
You contacted our office on June 19, 1995 worried about water
contamination. You felt that,your neighbor, Travis Nichols was
creating the problems by letting his domestic animals get into the
stream.
I felt this was a water quality problem and contacted Michael Wicker
with the Department of Environmental Management (DEM). Mr. Wicker is
headquartered in the Regional Office in Fayetteville, NC. At that
time, I called you back and gave you Mr. Wicker's telephone number.
On June 29, 1995, Jerry Pate, Engineer-NRCS; Wendy Rudd, Technician-
SWCD; Ricky Revels, DEM; Grady Dobson, DEM and myself went out to
check your complaint. We found that the animals were polluting the
stream and Mr. Revels (DEM) recommended that Mr. Nichols request a
plan to better manage his animals and to improve the water quality in
the stream. , . .
On .August 1, 1995, Mr. and Mrs. Nichols came to our office and I made
the following recommendations to them:
1. Move the fence at least 25 ft. from the stream.
2. Install chicken fence instead of barbed wire.
3. Put tank and pipe from well and keep the animals out of the
stream.
4. Mulch, pine straw or hay shall be put between the 25 f t. buffer
area.
At the present time, our office has had no more contact with the
Nichols.
According to our records, you -have called our office on two different.
occasions; on June 19, 1995 and another on February 27, 1996. I have
at no time told anyone that -you have continued calling ouroffice to
complain.
During your telephone conversation on February 27, 1936, you stated
that I had been getting birds from. the Nichol's family. I have never
bought nor accepted birds from the Nichols family: I am a
professional and is our po I i cy.. not, -to acccept any type of gifts from
our clients.
