'The above listed basic criteria are utilised in evaluating an
existing facility. As far as proppsed facii,ities are concerned,
there are no requirements that our office review plans and spacifi-.
cations* conduct a sits investigation, or issue an authorisation to
construct. This expertise lies with the Soil Conservation Ser Ace
and the Agriculture Extension service. if a -proposed facility is
dssiyngdr_built and operated according -to Boil Conservation and
Sutenslon Service reaommaadations, then the facility would probably
-'not represent a potential for water quality problems and would therefore
not regairs a permit. A check with either of these two agencies could
piabably resolve a good number of your questions.
