Route 3, Box 325 Laurinburg, North Carolina 28352 SUBJECT: Agricultural Enterprises, Inc. Feeder Pig Operation NPDES Permit Application Scotland County, North Carolina Dear Mr. McRae: In response to your application for an NPDES Permit for your feeder pig operation in Scotland County, Mr. M. J. Noland, Environmental Engineer, Fayetteville Regional Office, conducted an inspection on June 28, 1978. This investigation revealed the following: Facilities: Existing - (1) sow building, (1) nursery building, (1) farrowing house, and (l) gestation house. These buildings are utilized for feeder pig production involving approximately 450 hogs (includes sows and boars). There are also approxi- mately 240 gilts which are utilized for replacement stock which are kept in 15 acres of fenced -in lots. Waste Handling: Existing - an approximately 1/2 acre lagoon with approximately 200 acres of land available for.irrigation. At the time of Mr. Noland's investigation there was only one lot which appeared that it might drain directly into a drainage ditch. Since that time, however, you have indicated that this problem has been resolved by grading the area to prevent direct runoff. Other than this exception, there appeared to be no other indication of any problems which might result in water quality problems. As long as your operation is properly managed and maintained there should be little potential for water quality problems. There are no known discharges from your operation and you have indicated that you intend to spray irrigate when it becomes necessary. With these considerations in mind, it has been determined by our staff that your NPDES Permit application need not be processed. Therefore, we are hereby returning your application. P. O. C. 28352 Dear Mr. McRae: January 22, 1974 Your ideas for a hog -finishing facility waste -handling system look excel- lent and show considerable insight into the problem and processes for solution. I imagine that, if you were to propose building something of that nature, your local state university would be interested in assisting and cooperating with you. I am sorry that we are so far away as to be of little practical assistance. As to your present existing and proposed facilities, they appear quite adequate, under existing technology, and innovative in, their own right. if you intend, as it appears, to use the Jabsco pump, or equivalent, I feel there is justification in sizing your recycle lines to handle the full capacity of the pump so that you will have the capability of increasing flushing frequency if it becomes necessary. You can, as you say, by-pass excess recycle water if and when it is not needed. Also, a large diameter pipe will help eliminate plugging problems. Therefore, i would recommend using a minimum of 1-1/211 diameter polyethylene pipe on the main trunk llne3of your system, as 1 have marked in red pencil. The other lines may be reduced to 1" diameter., Put -no more restrictions in your line than absolutely necessary. Bring the plastic pipe right on up into the building. In order to balance the flow as needed to the various buildings, devise some sort of restriction on the end of each line In each building without using metal in contact with the liquid. These restrictions should be accessible and easily cleaned. Check them every day for plugging. Good Luck! I am sending this information along with your request for a letter of approval to our Raleigh Office for further 'review. Appropriate action should be taken in this matter at an early date. With respect to your plans, I would suggest that you increase the distance between the spray nozzles to decrease the overlap of the individual spray patterns. You 'shou I d also provide enough depth in the secondary tank which is shown as 60' X 60' to give you about two weeks storage for wet weather when you cannot irrigate. Finally, you should plan to operate the spray system intermittently. Our referenced client has handed us a copy of your publication entitled "Engineering Criteria, Animal Waste Troot lent Lagoom, North Carolina" adoptod by they C and of Water and Air Resource's on October 13, 1.970, and has asked us to design a froci- lity for a hog feeding operation of 800 hogs. He plans to start his operation with 200 hogs and grow into 800, so he will design for 800 if your office has no objection. We have recommended an anaerobic lagoon 12 ft. deep -in clay soil with 'a volume of 120,000 c.f. (800 x 150). The effluent from this anaerobic lagoon will flow Into a shallow (5' deep) aerobic lagoon. Since this is not the primary treatment lagoon your published criteria of 290 sq. ft. per hog would not apply in our opinion. We have suggested a holding time f }30 days in this second lagoon, and based on 2 gallons waste and 5 gallons of rovcgi� water per hog per day, W e would have a flow through volumes of 7 x 800 m 5,6009fd. The affluent from this second lagoon would be to a surface stream, Bloch Crook, tributary to Leith's Creels at a point 5,.000 feet east of the bridge over Leith's Crook on S. R. 1603, east of Lavrirsburg, N. C. The owner is anxious to start work on this project as wry ens possible.
