The site consists of seven parcels, including a portion of Bethesda Community Park to be utilized for a proposed sanitary sewer extension. The site is bound to the north by Angier Avenue and residential, single family homes, to the east by residential single family homes, to the west by a railroad and forested areas, and to the south by a Bethesda Community park and forested areas. The site is currently forested with elevations ranging from 400 feet above mean sea level (MSL) in the northern portion of the project to 340 feet MSL in the southern portion. An unnamed tributary to Northeast Creek flows across the southern portion of the site. Three wetland areas were also identified on the site. 4b. Specifically describe measures taken to avoid or minimize the proposed impacts in designing the project: The applicant requested a detailed delineation of streams and wetlands within the proposed project boundaries prior to finalizing the plan to ensure the limitation of impacts to the natural environment. Following the delineation, the proposed grading and sewer alignment was shifted in places to minimize impacts to wetlands, streams and buffers. In addition, the proposed sewer alignment was designed to cross ata 90 -degree angle perpendicular to the streams in order to mimimize the length and effect of the crossing. Finally, all stormwater was designed to discharge outside of the riparian buffers, streams and wetlands located on the property. 1b. Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques: Standard sediment and erosion control practices will be installed prior to construction and maintained throughout the construction of the project. The excavation of the streams will be completed in dry conditions (i.e no flow). H necessary, a temporary check dam with apump-around setup will be implemented to handle stream flow. Following construction of the sewer line, the areas will be restored to pre -construction contours and promptly re- seeded with native plants. 2. Compensatory Mitigation for Impacts to Waters of the U.S. or Waters of the State 2a.
