Subject: NOTICE OF VIOLATION (Nov-2019-PC-0270)
NPDES Stormwater General Permit NCG170000
Janesville Acoustics, Certificate of Coverage NCG170392
McDowell County, NC
Dear Department of Environmental Quality,
Janesville is resonding in regards to the Notice of Violation letter that was received on 4/5/19.
According to the letter, Isaiah Reed conducted a site inspection on March 28, 2019 and the results from
this inspection the following permit conditions violations are noted:
1) SPPP—The SPPP has not been properly implemented
2) Good Housekeeping —Waste material was observed around the facility in several locations, the
stormwater locations, in the stormwater system, and at the outfall.
We are in the process of addressing these concerns immediately with the following actions:
1) The SPPP has been updated with Isaiah Reed's recommendations. Monitoring is being
conducted as required and assignments have been given to the process owners. Monitoring is
also scheduled with maintenance through electronic notifications and followed up with Plant
Manager.
2) Good Housekeeping- Perimeter of property has been raked and excess waste has been
removed. One container has been moved closer to the building to reduce the chance of
manufacturing material escaping onto the property. Action Item List has been created and
assigned to process owners to address best housekeeping practices. This plan includes the
cleaning of the outfall, creation of better transport of waste from 1 building to the next, and
containment of dust particles from exhaust fans.
The outfall in question is being cleaned and riff raft added to prevent soil erosion and to prevent
manufacturing waste from entering any receiving waters. This is scheduled to be1j 0A0kt'ed',1y
