I will need the following information before I can finish processing your request: • The plans call for a ditch being cut through the buffer to the stream in the northeast quadrant. Currently there is no ditch outlet to the stream in this quadrant and it appears that the water actually flows away from the stream (south to north) and drains to a low point approximately 100' away from the bridge. This is in agreement with narrative in the SMP which states: "The ditch in the northeast quadrant will flow from south to north to match existing drainage patterns." DWR prefers that no new ditch be cut in this quadrant as that could destabilize the stream bank and increase the potential for sediment deposition in the stream. Please let me know if the proposed ditch can be eliminated in this quadrant. • It appears that the existing ditch in the northwest quadrant may meet grass swale criteria with 3:1 or flatter front and back slopes. If this is the case, it can be used for treatment and included in the SMP. • Agent information was not included in the ePCN that was submitted for review in Section B. 1e. Please provide this information. Accordingly the application will be placed on hold pending resolution of the above items. Please let me know if you have any questions.
