The Compliance Inspection was conducted by Randy Sipe with the Water Quality Regional Operations Section Washington Regional Office. Mr. Junior Edwards, the ORC for the facility, was also present and provided very valuable assistance during the inspection. During the inspection, all the wastewater treatment and disposal components of the facility described in Permit No. WQ0034880 were toured. The inspection also included a review of monthly reports/recordkeeping. The Facility appeared to be operating in compliance with regards to Permit Number WQ0034880 during the inspection. Please refer to the attached Compliance Inspection Report for additional comments and observations. Sipe w/ WQROS-WaRO. Junior Edwards, the ORC for the facility was also present and provided valuable assistance. The inspection included a review of reporting, monitoring, and O & M records for the facility and a walk through of all the components of the treatment and disposal systems. Reporting and record keeping were found to be complete and accurate. The treatment system appears to be operating adequately. The southern infiltration basin was observed to be almost totally covered by what appeared to be floating algae and the northern infiltration basin continues to have subsurface aquatic vegetation. However, the basins appear to continue to be operating adequately. The facility was found to be in compliance with Permit No. WQ0034880. The GW monitorina results continue to sometime include elevated concentrations of Ammonia TOC, TDS and Chloride; however, these constituents have been detected at the site at similar concentrations since before the treatment and disposal system began operation. It is suspected that these elevated concentrations may be related to past deposition of dredge spoils at the site. The corresponding effluent concentrations being applied to the infiltration basins are consistently below the GW standards.
