The below referenced mitigation plan modification has been requested by NCDMS. Per Section 332.8(g) of the 2008
Mitigation Rule, this modification follows the streamlined review process, which requires an IRT review period of 30
calendar days from this email notification. Please provide any comments by 5 PM on the 30 -day comment deadline
shown below. When providing comments please indicate if your concerns are great enough that you intend to initiate
the Dispute Resolution Process described in Section 332.8(3) of the Mitigation Rule. Comments provided after the 30 -
day comment deadline (shown below) may not be considered.
At the conclusion of this comment period, a copy of all comments will be provided to NCDMS and the NCIRT along with
District Engineer's intent to approve or disapprove this requested modification.

The purpose of this letter is to provide the North Carolina Division of Mitigation Services
(NCDMS) with all comments generated by the North Carolina Interagency Review Team (NCIRT) during
the 30 -day comment period for the Modification of the Major Hill Mitigation Plan, which closed on May
14, 2019. These comments are attached for your review.
Based on our review of these comments, we have determined that no major concerns have been
identified with the revision of the Final Major Hill Mitigation Plan, which is considered approved with
this correspondence.
The following modifications were approved are attached to this document:
Proposed modification of credits approved in the mitigation plan due to as -built conditions.

Dear Worth:
During preparation of the As -built Construction Plans and Baseline Document for the Major Hill
Stream and Wetland Restoration Site it became apparent that a stationing discrepancy occurred
during detailed planning. Stationing discrepancies are listed in the following table and are depicted
on the following page.
Please note, Construction Plan and As -built stationing are consistent. The discrepancy between the
Detailed Restoration Plan and Construction Plans are not certain, but likely result from easement
boundary changes between Detailed Plan figure development and Construction Plan preparation,
GIS conversion errors, and/or typographical error. These problems are being resolve for future
submissions.
The final Asbuilt stationing matches the Construction Plans and depict what was
constructed/enhanced at the Site.
The original SMU total calculated for the Detailed Restoration Plan was 3006 SMUs. The Asbuilt
SMU total calculated for the Asbuilt Construction Plans and Baseline document is 3058 SMUs.

Based on information provided above we request a credit alteration at the Site. The credit alteration
results from stationing discrepancies from the Detailed Restoration Plan and Construction Plans. The
alteration is in the amount of 52 SMWs and represents what was constructed/enhanced at the Site.
