We are also requesting a 401 WQC from NCDWR, for the above referenced impacts, as well as a Neuse River Riparian Buffer Authorization for 1,238 sf of permanent impacts to Zone 1 and 7,013 sf of permanent impacts to Zone 2 for construction of the sewer line. The proposed project is ±5-acres in size and is located on the south side of Town Hall Drive, northwest of the intersection of Town Hall Drive and Morrisville Carpenter Road, in Morrisville, Wake County (Lat: 35.822606°N; Long: -78.830957°W). The project is located in the Neuse River basin and onsite waters drain to Crabtree Creek. The Water Quality Classification for Crabtree Creek is: C;NSW and the Stream Index Number is: 27- 33-(1). The cataloging unit for the site is 03020201. Proposed Project The purpose of the proposed project is to construct a regional stormwater wetland SCM which will provide water quality treatment for the existing Town Hall campus and the existing Church Street Townes residential townhome development, as well as future development within the downtown area. The proposed SCM will provide a long term solution for stormwater management and treatment within the downtown Morrisville area and improve the overall water quality within Crabtree Creek. In order to construct the proposed stormwater wetland SCM, an existing 20-inch gravity sewer line and a portion of the existing Indian Creek Greenway trail must be relocated to accommodate the proposed SCM. The relocated section of the Indian Creek Greenway has been designed on the southern berm of the SCM, and will tie into the existing parking lot. The greenway trail will also be used as a maintenance road for the maintenance of the proposed SCM. Town of Morrisville – Town Hall Center Core Stormwater Control Measure Page 2 of 4 Approximately 735 lf of 20-inch gravity sewer line will be relocated from its current location to south of the SCM berm. The gravity sewer line will be installed using open trench methods and standard commercial construction equipment. The proposed project is located within portions of three separate parcels (See Parcel/Owner Exhibit): • PIN: 0745944609 – Owned by Town of Morrisville • PIN: 0755045121 – Owned by Town of Morrisville • PIN: 0745938919 – Owned by Carpenter Road, LLC Project History The USACE issued a Preliminary JD for PIN: 0755045121 (SAW-2015-02084) on 04/26/16, on which the southeastern portion of the proposed project encroaches into. The USACE issued an Approved JD on 11/13/17 (SAW-2017-01245) for the portion of the project area located on PINs: 0755045121 & 0745944609. Copies of the JDs and Wetland Delineation Exhibit with the limits of each JD noted have been provided as Appendices. The only depicted stream within the project area consists of a perennial UT to Crabtree Creek. Since the feature is present in the field, buffer subjectivity was conceded, and a formal Buffer Determination was not requested. The project is a Town of Morrisville project, and therefore permitting of impacts to Neuse River Buffers defaults to NCDWR. Proposed Impacts The proposed impacts consist of: Impacts for Sewer Construction (NWP 12) • 0.095 acres of temporary wetland impacts • 8,251 sf of permanent riparian buffer impacts (Z1: 1,238 sf; Z2: 7,013 sf) Impacts from Greenway/SCM Maintenance Rd (NWP 14) • 0.017 acres of permanent wetland impacts The construction of the 20-inch gravity sewer line will result in 0.095 acres of temporary wetland impacts. Upon completion of construction, the temporary wetland impact areas will be restored to natural grade and seeded with a wetland seed mix. Additionally, the installation of the sewer line will result in 8,251 sf of permanent impacts to Neuse River riparian buffers. The construction of the relocated section of the Indian Creek greenway trail will resu lt in 0.017 acres of permanent wetland impacts as a result of backslopes needed to tie fill to existing grade. Backslopes have been minimized to 3:1 slopes to minimize wetland impacts. While the entire sewer easement is 30-ft in width, only a 20-ft permanent maintenance corridor will be established, as shown in the Impact Plans. The perpetual mowing/maintenance of the 20- ft permanent maintenance corridor will result in 0.095 acres of permanent wetland conversion impacts. The proposed project has been designed to avoid stream impacts. The SCM outfall has been designed for the outfall channel to stop at top of bank of Stream 1/Feature A. Proposed permanent impacts have been minimized to only those necessary for construction of the relocated section of the Indian Creek greenway. Backslopes to transition fill to natural grade have been designed at a 3:1 slope. Wetland impacts have been minimized to only temporary impacts necessary to construct the gravity sewer. Temporary wetland impacts have been further minimized by limiting the impact area to only the 20-ft wide area within the 30-ft utility easement that will ultimately be the 20-ft permanent maintenance corridor. This has also minimized the permanent wetland conversion impacts. Upon completion of construction of the gravity sewer, the temporary wetland impact areas will be restored to natural grade and seeded with a wetland seed mix. Permanent riparian buffer impacts have been minimized to only Zone 2 impacts for construction of the gravity sewer line and perpendicular impacts (Zone 1 and Zone 2) for the SCM outfall, both of which are “Allowable” uses. Construction techniques used to avoid or minimize impacts include installation of erosion & sediment control devices prior to construction of the utility line. Matting will be used where necessary to minimize the extent of impacts within the construction corridor. Mitigation All proposed wetland impacts for sewer construction are temporary, and permanent wetland impacts for construction of the greenway trail are less than 0.10 acres. Additionally, proposed permanent wetland conversion impacts are less than 0.10 acres. Therefore, wetland mitigation is not proposed. All proposed riparian buffer impacts are classified as “Allowable” in the Neuse River Basin Riparian Buffer Rules’ Table of Uses, and therefore buffer mitigation is not required. Stormwater Management Plan The proposed stormwater wetland SCM is being constructed to provide stormwater management for the existing Town Hall campus and existing Church Street Townes residential townhome development, as well as future development within downtown Morrisville. At buildout, the drainage area for the proposed SCM is projected to be 77% impervious. The stormwater wetland SCM does not require diffuse flow, and the outfall has been designed to discharge directly into Town of Morrisville – Town Hall Center Core Stormwater Control Measure Page 4 of 4 Stream 1/Feature A. The stormwater management plan will be reviewed and approved by the Town of Morrisville as the delegated municipality.
