On April 30, 2019, Jason Robinson and Zach Thomas of the NC Division of Water Resource's Raleigh Regional
Office (RRO) conducted a compliance evaluation inspection of the Town of Stantonsburg's Wastewater
Collection System. The assistance of Stantonsburg staff Mr. Davis, Eddie Evans and Roger Sullivan was
appreciated. Please see the inspection report below:
Permit Information:
A. The most recently issued permit (February 20, 2018) states that The Town of Stantonsburg
operates a wastewater collection system consisting of approximately 5.5 miles of gravity
sewer, approximately 2.5 miles of forcemain, 2 duplex pump stations and 4 simplex pump
stations. The current permit expires on April 30, 2026. A renewal application should be
submitted at least 180 days prior to expiration.
Operator information:
A. The collection system is classified as a CS-1. the Town's designated Primary Operator in
Charge (ORC) is Eddie Evans. Gary Davis and Roger Sullivan are backup Operators in
Responsible Charge (bORC). All are certified CS-1 operators (Section 11.1 of permit).
III. Records
Documents were reviewed with Town staff at the Stantonsburg's Town office at 108 E.
Commercial Avenue. Findings are described below:
A. Ordinance/Charter: A Sewer Use Ordinance/Charter that was updated in April 2019 was
available that addresses sewer construction and grease control (Section 1.3 & 1.4 of permit).

B. Fats, Oils and Grease:
Staff stated that the county inspects local grease traps. Upon inspection, grease was
observed in the manholes and pump station just downstream of the Stantonsburg
Elementary School on Main St, and staff stated that there was an intermittent issue
with grease there. Town staff should talk with school officials and investigate regular
inspections of the school's grease trap (Section 1.5 of permit).
ii. A Fats, Oils and Grease Trap Program is implemented that includes information
packages sent with water bills twice a year, as well as a webpage (Section 1.5 of
permit)
C. Capital Improvement Plan (CIP): The Town's CIP was revised in 2017 and will be revised again
soon to incorporate new information from a recent Assessment Report completed in May
2018 (Section 1.6).
D. Right -of -Way / Easements: These are inspected several times a year when they are cleared
(Section 11.7 of permit).
E. System Cleaning: The permit requires that at least 10`Ye of the system is cleaned annually, and
the entire system is cleaned every 10 years. The town cleaned 5,774 feet in 2017,
approximately 20% of the system. This is tracked in ledger and on maps (Section 11.8 of the
permit).
F. Maintenance Records: The Town keeps maintenance records.
G. Spill Response Action Plan: A plan for addressing SSOs was available for review. (Section 11.9 of
permit).
H. Sanitary Sewer Overflows (SSOs): SSO 5-day reports were available for review. Any press
releases and public notices associated with the SSOs should be kept with these records
(Section 111.2 & IV.2 of permit).
1. Citizens' Complaints: Work orders associated with citizens' complaints are kept by the Town.
J. Collection System Map: A map was available that showed the pipe size, material, flow
direction, and pump stations. This is kept and updated in GIS (Section 111.3 of permit).
K. Annual Inspection: All manholes are inspected annually. This is tracked in a ledger as well as
on the maps (Section V.3 of permit).
L. High -Priority lines: Documentation should be kept that demonstrates that all hi h- riorit
lines are inspected at least twice per year as required by the permit (Section V.4 of permit).
M. Annual Report: An annual report should be developed at the end of the calendar/fiscal year
and distributed to users, as described in G.S. 143-215.1C_(Section IV.3 of permitL

IV. Collection System Inspection
A. High Priority Lines: The Town's permit lists three high priority lines. The below High Priority
Lines were observed during the inspection. No issues were found.
i. 425 feet of aerial line behind Wainsfield Subdivision Phase 2
ii. 290 ft. of aerial line behind Stantonsburg Cemetery
B. Pump Stations: The Town has 2 duplex pump stations. Both were visited during the inspect:
Main Lift Station (#01) High water float was pulled and audible and visual alarm
worked. The power was cut, and the generator automatically started. The upstream
manhole in the right-of-way between the pump station and the school was observed
to have standing grease in it. Staff stated there is intermittently excessive grease
coming through this line. As mentioned in Item III.B.1 above, staff should speak with
school staff about prease, and discuss regular inspections of the school's grease trap.
ii. Speight Middle School Lift Station (#02): This pump station solely serves the middle
school. This pump station is served by a bubbler system that triggers the high-water
alarms. The audible and visual alarms were tested manually.
• Please make sure to regular inspect and clean the bubbler tube as necessary,
as they can commonly become clogged. Also, routinely check on the
mechanical air supply.
• Determine the location of the pipe and cleanouts along the road that route
the wastewater from the school to the Pump station and ensure these are
shown on the Town's wastewater map.
Overall, staff is doing an excellent job with record -keeping and maintaining the wastewater collection system.
We commend you for this. The following items that are underlined above should be addressed in a written
