9. PROJECT DESCRIPTION:
The applicant has requested that the subject CAMA Major Permit Application be proposed under the
Express Review Permitting Program. The project site is located at 416 Waynick Blvd., adjacent to
Banks Channel located at the southern end of Wrightsville Beach, between the Atlantic Ocean and
Greenville Sound. The site is located in the Town of Wrightsville Beach, in New Hanover County. The
lot is approximately 0.10 acre with 58' of shoreline frontage. The lot averages Y-5'above mean sea level
and the shoreline is stabilized by a bulkhead. The applicant maintains a single-family residence on
property and vegetation consists of lawn grasses and landscape shrubs. There is an existing private pier
(6'x 90'), with an associated platform and floating dock located on the subject property. The platform is
located close to the end of the pier and extends toward the north. The floating dock (8'x 20') is in
alignment with the pier and runs from east to west, perpendicular to the shoreline. The pier and floating
dock currently provide docking space for two (2) vessels. Both structures are landward of the established
Wrightsville Beach Pier head Line.
The Wrightsville Beach Land Use Plan classifies adjacent waters as Conservation, and the adjacent high
ground portion of the project area as Developed. The waters of the Banks Channel, which are included
in the Wrightsville Recreational Area, are classified SB# by the N.C. Division of Water Quality. They
are NOT desi-nated as a Primary Nursery Area by the N.C. Division of Marine Fisheries and they are
CLOSED to the harvest of shellfish.
The applicant proposes to demolish the existing pier and docking system and construct a new pier,
gazebo, floating dock and boatlifts. The new pier (6' x 50') would extend from the center of the lot,
adjacent to the bulkhead, and span in a westerly direction. A 14' x 14' gazebo would be located at the
terminal end of the pier, and would provide access to the 6' x 60' section of floating dock. The proposed
dock would be in alignment with the pier and would also extend in a westerly direction. A boatlift would
be located on the southern side of the proposed dock, adjacent to the gazebo. The proposed docking
system would provide dockage/storage space for up to four (4) vessels.
According to the work plat drawings provided by the applicant's agent, the proposed structure would be
located within the established area of riparian access, and would not extend beyond the established pier
head line. Water depths in the area surrounding the proposed floating dock and boatlifts range from -
5.0' to -8.0' @ Mean Low Water (MLW).
10. ANTICIPATED IMPACTS
The proposed pier, gazebo and floating dock would incorporate an additional 754 square feet of
estuarine waters and public trust area. The proposed structure would be consistent with the Town of
Wrightsville Beach Pier Head Line and can be built with in the applicant's area of riparian access. Minor
increases in turbidity can be expected during construction.

from the owner to carry out the project.

ink on an 8 1/2" by 11" white paper. (Refer to
Coastal Resources Commission Rule 7J.0203 for a
detailed description.)
Please note that original drawings are preferred and
only high quality copies will be accepted. Blue-line
prints or other larger plats are acceptable only if an
adequate number of quality copies are provided by
applicant. (Contact the U.S. Army Corps of
Engineers regarding that agency's use of larger
drawings.) A site or location map is a part of plat
requirements and it must be sufficiently detailed to
guide agency personnel unfamiliar with the area to the

site. Include highway or secondary road (SR)
numbers, landmarks, and the like.
