County: Wayne Document: PCE/ MMC Funding: ® State ❑ Federal ® Yes ❑ No Permit Type: nwp3 or nwp14 Project Description: NCDOT proposes to replace Bridge No. 0045 on SR 1353 (Hooks Road) over Great Swamp in Wayne County. Tracked as PA # 15-03-0057 internally, the project had been known as TIP # B-4842. While this undertaking is state funded, it will require a permit by the USAGE, therefore, Section 106 of the National Historic Preservation Act applies. The project is comparable to a Low Impact Bridge Replacement Project (LIBR), and as such is designed with a minimal footprint and an offsite detour. Design was available at the time of review. The bridge project is rather short, less than 600 feet, and will include some new ROW and easements across the wet Great Swamp, up to about 100 feet in width. For purposes of this review, the Area of Potential Effects (APE) the entire length of the construction project including all new ROW, fill areas, and necessary easements for construction, drainage or utilities. Much of the APE may be considered disturbed by the existing roadway, utilities and the bridge, with the margins over low, wet soils. An offsite detour has been identified and will be utilized, reducing the potential project construction footprint. SUMMARY OF CULTURAL RESOURCES REVIEW Brief description of review activities, results of review, and conclusions: Aerial and topographic mapping were examined (see Figures 1 and 2). The terrain around the is low, wooded, swampy ground. Virtual drive by viewing was accomplished using Bing mapping, where broad water can be seen adjacent to the bridge. Since the APE focuses on only the crossing of the Great Swamp, the soils are generally waterlogged, poorly drained and frequently flooded, usually an undesirable landform for most sustained human activities. The soil characteristics set poor expectations for intact, significant archaeological sites to be present. As expected in these conditions, no obvious cemeteries or structures were noted inside the APE during review of these map or the visual examinations. The Office of State Archaeology was visited to review archaeological mapping and to reference any known archaeological surveys. There are no previously documented sites or archaeological surveys within the project APE and immediate vicinity of the undertaking. One notable archaeological survey has occurred half a mile to the east where the current I-795 was constructed (possibly Bib # 2935 ER 01-9157). Dozens of sites were identified though none of the sites were in the swamp, rather high spot near water or along historic roads. This suggests the possibility of archaeological sites nearby, but outside of the APE away from the bridge on higher, better drained terrain. For this undertaking, the proposed bridge replacement of the existing transportation facility, Bridge No. 0045, little new soil disturbance is expected except very close to the bridge where wet soils exist. An off - site detour is planned, so no on -site temporary bridge is required adjacent to construction. Expectations are low for encountering new archaeological sites during construction that might be intact and significant. There are no National Register of Historic Places (NRHP) recorded as eligible or listed archaeological sites within the APE or adjacent to the project area. As a result of this review, we conclude that the likelihood of encountering intact, NRHP-eligible resources is low based on the limited nature of the undertaking, a replace -in -place bridge, the preexisting disturbances, wet soils surrounding the project and expectations of likely landforms based on a large, nearby archaeological survey. The project should be considered compliant with Section 106. No archaeological survey is recommended for this undertaking as currently proposed. Brief Explanation of why the available information provides a reliable basis for reasonably predicting that there are no unidentified historic properties in the APE: This replace -in -place bridge project has limited new ground disturbances through wet, low swampy terrain. Review of background archaeological information, examination of mapping and a virtual drive -by suggests low probability that significant, intact archaeological resources would be affected within the APE. Based on the nature of undertaking, replacing the current facility in place on existing alignment, and the degree of disturbances within the defined APE, it is unlikely that intact, significant archaeological sites would be encountered or impacted by the project. No archaeological survey is recommended. Therefore, this project should be considered compliant with Section 106.
