ProiectDescription: Replace Bridge No. 45 on SR 1353 (Hooks Road) over Great Swamp
off -site detour planned, assume no improvements).
SUMMARY OF HISTORIC ARCHITECTURE AND LANDSCAPES REVIEW
DESCRIPTION OFREVIEWACTIVITIES, RESULTS, AND CONCLUSIONS: HPOWeb reviewed on 1 April 2015
and yielded no NR, SL, DE, LD or SS properties in the Area of Potential Effects (APE). Wayne County
current GIs mapping, aerial photography, and tax information indicated a mostly wooded APE, with
wetlands and cultivated fields (viewed 1 April 2015). The APE intersects large parcels to the SW and SE
of the existing bridge on which stand resources dating to the early decades of the twentieth century, all
located at least 900 feet to the S of the bridge and 320 feet E and W of the SR 1353 (Hooks Road)
centerline, well beyond likely project impact. Bridge No. 45, constructed in 1952, is not eligible for the
National Register according to the NCDOT Historic Bridge Survey as it is not representative of any
distinctive engineering or aesthetic type. Google Maps "Street View" confirmed the absence of critical
historic architectural and landscape resources in the APE (viewed 1 April 2015). As the project is state -
funded and requires no Federal permits, only GS 121-12(a) applies.
No architectural survey is required for the project as currently defined.
WHY THE AVAILABLE INFORMATION PROVIDES A REMBLE BASIS FOR REASONABLY PREDICTING THAT
THERE ARE NO UNIDENTIFIED SIGNIFICANT HISTORIC ARCHITECTURAL OR LANDSCAPE RESOURCES IN
THEPROJECTAREA: APE extends 800 feet from end of the existing bridge (N-S) and 100 feet to either
side of the SR 1353 (Hooks Road) centerline (E-W) to encompass proposed construction activities. The
comprehensive county architectural survey and related publication, as well as later investigations,
recorded no properties in the APE (J. Daniel Pezzoni, ed. Glimpses of Wayne County, North Carolina -An Architectural
History(Goldsboro: Wayne County Historical Association, 1998)). County GIS/tax materials and other visuals support
the absence of significant landscape and architectural resources. No National Register -listed are located
within the APE or along the proposed off -site detour route.
Should any aspect of the project design change,
please notify NCDOT Historic Architecture as additional review may be necessary.
