Summary. The Town of Granite Falls has requested renewal of the Granite Falls WWTP, received
250ct2018. There are no significant changes in facility operations since last renewal. The WWTP
discharges into the lower portion of Gunpowder Creek [IWC = 13%], the outfall less than one mile
upstream of Little Dam. The City of Lenoir -Gunpowder Creek WWTP is located upstream of the
Granite Falls outfall.
Flow. Although flow is permitted at 0.900 MGD, they typically discharge at —1/3 design capacity.
Note that the flow database indicates a considerable discrepancy between flow Max vs. flow Ave
(Table 2). suggesting a significant impact on discharge flow by inflow and infiltration (VI).

Compliance. This facility has produced no observed harmful impacts to receiving -stream water quality likely
due to an IWC of 13%. Whole Effluent Toxicity (WET) -test database from year 2015 reports all quarterly tests
as "pass" (20 calendar quarters plus 10 additional tests). This facility received NOVs for "frequency" violations
only -- no violations for exceeding permit limits (see attached compliance data). During Sep2015 and again in
Mar2017 they received NOVs for failure to monitor Conductivity, Dissolved Oxygen, Total Nitrogen, and Total
Phosphorus.
Receiving Stream Gunpowder Creek (11-55-4) is not listed on North Carolina's 303(d) list [EPA -
approved, 2018]. Its designated use is rated supporting for a 13.4-mile segment from a point 0.5 mile
downstream of Caldwell Co. SR1127 to a point 0.8 miles downstream of Billy Branch. Although heavy
sedimentation has resulted in some habitat degradation, a biological assessment at SR1718 in August
2002 was "Good -Fair." The receiving stream is not impaired or threatened except for the statewide
mercury fish -consumption advisory still in effect.
WHOLE EFFLUENT TOXICITY (WET) TESTING:
Current Requirement: Quarterly WET: Chronic P/F @ 13% during March, June, September, and
December. The Permittee has no record of WET-est failure since before year 2010. No changes
recommended.
LIMITED PARAMETERS AND REASONABLE POTENTIAL ANALYSIS
Monitoring of limited parameters of concern reports no exceedances of limits for Fecal Coliform,
BOD-5, Ammonia or TSS. No parameter monitored by this Permittee requires a reasonable potential
analyses (RPA).
