We appreciate your review and comments. Please see our responses below.
NCDWR Comment 1.: The application document indicated that the permanent maintained easement is proposed
as 50 feet wide, however Condition 1.5 of Water Quality General Certification #4133 states that permanent
maintained corridor for gas utility lines shall not exceed 30 feet wide. I do not see that you have specifically
requested an exemption to this Condition, so if that is your intent, please clarify that in the response to this
request. Please not the PNG has previously requested and been approved for 30 -foot permanent easement on
multiple projects, therefore we would need clear justification for why a greater maintenance corridor through
wetlands and streams is required for this specific line.
PNG Response: PNG will comply with Condition 1.5 of Water Quality General Certification #4133. The 50 -foot
permanent easement shown on the construction plans illustrates the land easement obtained, not the
permanently maintained ROW. PNG attempts to acquire a minimum of 50 -foot of permanent easement for each
pipeline to ensure adequate land space for future maintenance without having to obtain land rights at a later
date.
NCDWR Comment 2. The plan view of the culvert replacement of AR -005 indicated that the proposed new
culvert alignment may have the potential to cause downstream erosion and water quality concerns as the outlet
appears to be within a sharp channel meander and out let velocity would be directed towards a stream bank.
Please review this alignment in more detail and provide additional information to support the correct alignment,
or realign the culvert out to better match the natural stream channel.
PNG Response: The stream line on the culvert plans in the PCN submittal was based from GPS points collected in
the field. The centerline of stream was re -digitized using contours and elevations collected during the land
survey which provides a more accurate depiction of the existing stream channel. The downstream flared end
section will be oriented to discharge flow in the channel thalweg to promote flow and to prevent the potential
for stream bank erosion. Attached is the revised plan sheet that illustrates the existing stream and proposed
culvert replacement (see attached C-330-0001041).

401 Water Quality Certification for this project.
