April 26, 2019 www.ewenv.com Mr. David Brown Mr. Kevin Mitchell US Army Corps of Engineers Division of Water Resources Wilmington District Asheville Regional Office 151 Patton Avenue, Room 208 2090 U.S. 70 Highway Asheville, North Carolina 28801-5006 Swannanoa, NC 28778-8211 RE: High Hampton Resort, LLC Golf Course Holes 7 and 8 Culvert Removal and Stream Restoration USACE Nationwide Permit 27 #SAW 2017-02281 and NCDWR General Certification #18-0765-V2 Dear Mr. Brown and Mr. Mitchell: The applicant, High Hampton Resort, LLC has received after -the -fact authorization for 8801f of stream impacts associated with removal of a culvert and stream restoration activities at a tract of land (PIN 7571-96-2363) known as the High Hampton Resort at 1525 NC Highway 107 South in Cashiers, Jackson County, North Carolina. The following monitoring program is proposed in order to satisfy the conditions of the NWP 27 (SAW 2017-02281) issued on April 25, 2019 and DWR 401 Water Quality Certification (DWR# 18-0765-V2) issued on March 22, 2019. Monitoring Plan Clearwater Environmental Consultants (CEC) will conduct geomorphic monitoring and visual documentation of the 700 LF reach UTI to Fowler Creek (hereafter referred to as UT1) as shown in the Project Vicinity Map (Figure 1). Geomorphic monitoring of stream dimension will include a survey of four (4) stream cross-sections. The cross-section surveys will be located as indicated on the Monitoring Features Map (Figure 2), with three representative "riffle" cross sections and one representative "run" cross-section. The cross-sections will be monumented with permanent capped rebar pins on each bank to serve as a spatially referenced control. The cross-section surveys will be repeated annually using a laser -level, reel tape, and stadia rod. Photographs of each cross section facing upstream and downstream will be taken on the day of monitoring. The location of these control pins will be recorded with a sub -meter accuracy Global Positioning System (GPS) device. Photographic reference points (photo -points) will be used to visually document stream conditions and will include both a downstream facing photo and an upstream facing photo at each photo reference point. Photo -points will be established at five (5) stations along the length of the 700 ft UTI reach. Please refer to Figure 2 for the proposed locations of all monitoring features. Report Preparation and Submittal CEC will prepare three (3) annual monitoring reports containing all gathered survey and photographic data beginning in 2019 and spanning through 2022. The annual monitoring summary will include an assessment of the stream bank and streambed stability, and would indicate any failure of structures, stream banks or stream bed if necessary, that may require repairs or replacement. The reports will be submitted by December 31 of each year to USACE and DWR in accordance with their standards for stream monitoring.
