I am not sure if that area is wetland, but I checked with the resident's office and they indicated that if it is, we can have roadside (the NCDOT unit that is doing the native riparian seeding) remove that section of coir fiber matting and plant it with the native riparian seed. So I think it can remedied when they plant. Is that the case or is this just the angle of the photo? If the matting does extend into the restoration area I would prefer you remove it and seed without this added cover feel like it would recover better without the matting on top.
