Dear Mr. Roth:
In accordance with your permit major modification request received April 16, 2019, we are
forwarding herewith a modified Attachment A certified May 16, 2019, to Synagro Central, LLC for the
subject residuals management program.
Modification to the subject Attachment is as follows: Addition of 315 dry tons per year from the
Norwood WWTP (Permit No. NC0021628, Stanly County).
The modified Attachment A shall be effective from the date of certification until October 31, 2022
(i.e., expiration date of the current permit), shall void Attachment A of Permit No. WQ0016247 issued
November 17, 2017, and shall be subject to the conditions and limitations as specified therein, as well as
those specified in the above -referenced permit. Please replace Attachment A of Permit No. WQ0016247
that was issued November 17, 2017 with the modified Attachment A. Please note that the Permittee shall
submit a renewal application no later than May 4, 2022.
If any parts, requirements or limitations contained in this certification are unacceptable, the
Permittee has the right to request an adjudicatory hearing upon written request within 30 days following
receipt of this permit. This request shall be in the form of a written petition, conforming to Chapter 150B
of the North Carolina General Statutes, and filed with the Office of Administrative Hearings at 6714 Mail
Service Center, Raleigh, NC 27699-6714. Otherwise, this certification shall be final and binding.
