The existing marina consists of nearly 1,000 feet bf piers and approximately 44 slips and 22 finger piers. The bank of the basin has eroded away from the existing pier an average of four feet, but as much as five or siX feet in some places. There is no shoreline stabilization in place at this time. Much of the pier and slips are damaged beyond repair and are proposed to be removed and subsequently replaced. I The applicants (T;he Cooperage, LLC) propose to remove the existing marina, for~er fuel dispenser and the old fertilizer mixing plant and scales building and construct a bulkhead along the orientation of the landward edge ori the existing piers. The bulkhead will be constructed of wood, vulyl and concrete with a filte~ fabric li.ning: Once erecte4, the bull41ead will be backf~lled wit4 clean sand provid~d by the. contractor. Silt ~encing will be placed at the ends of the bulkhead closest to Pantego Creek as shown on the enclosed site plan. The bulkhead will be brought back at a 90 degree angle at the end as shown on the enclosed site 'plan. Two piers, each roughly 500 feet long, will be constructed along the bulkhead edge as shown oJ;1,the enclosed site plan and details. A total of 44 slips and 22 finger piers will be constructed in th~ general footprint of the existing slips and pier. The proposed project ~ite comprises :1:11.47 acres and is the old Pantego Creek Marina and Belhaven Feed Mill site. The site is currently owned by River Mill Inn, Inc., and is being sold to The I Cooperage, LLC (see attachment 6 for the purchase agreement and agent agre~ment). A :l: 15 0' Jlde by::l:500' long manmade basin exists on the site with acce~ docks, fmger piers, and tie pilings for :1:44 slips. The dock work while present is in a deteriorated ~tate and is presently not safe to use. 'A :1:80' wide by :1:50' long concrete boat ramp with a :1:100' wide by :1:40' long concrete approacr apron exist at the terminal end of the manmade basin. Currently, the basin has no shoreline stabilization with the exception of a ::1:35' long section of concrete bulkhead and sidewalk adjacent the northwest side of the boat ramp. There are several concrete block buildings with concrete pads pr~sent on the site along with a gravel entrance drive that leads from NC 99 to the boat ramp. I' The site ,is primarily vegetated with upland grasses, and several pines 'are present along the side of the site that is adjacent NC 99. A fringe ofSpartina patens with some Scirpus sl'p. is present along the edge 6fthe drainage ditch separating the property from NC 99. An area ofPhragmities ! mill. is present at the mouth of the basin on the southeast comer and this area along with two other small areas alodg the east side of the property have been delineated as section 404 wetlands by Scott Jones ofthe U. is. Army Corps of Engineers. I The upltream (northwest) side of the project site is separated from ~C 99 by a "'35' wide drainage canal.! The downstream (southeast) adjacent property is an undeveloped tract, the majority of which has b~en delineated as a Section 404 wetland by Scott Jones of the U. S. Army Corps of Engineers. I The avbrage water depth in the manmade basin and into Pantego Creek is :1:5.5' below the normal water ievel. The site is :1:3' above the normal water level. Pantego Creek in this area is classified as S~-NSW by the Environmental Management Commission and is closed to shellfishing. Pantego Creek has been classified as Inland Waters by agreement between the North Carolina Division of Marine Fisheries and the North Carolina Wildlife Resources Commission. The 42 existing tie pilings will also be replaced with I The Cooperage, LLC Beaufort County Express Permit Review Program Page Two 70 tie pilings (in the application section MP-4, the applicant shows a value of 45 pilings which did not count the proposed free standing pilings between the slips). The average slip size is 15' by 30'. Approximately 1,000' of wooden bulkhead is proposed around the upland perimeter of the basin averaging 5' beyond the normal water level with a maximum of 6'. This will result in :f::5,000 ft2 of required backfill. The applicant also proposes to place :f::176' of granite riprap along the Pantego Creek shoreline and carry the riprap around the southeast comer of the basin to tie into the proposed bulkhead. An area ofPhragmities spp. is present at the mouth of the basin on the southeast comer and the riprap proposed in this area will have a base width of 5' and will project no higher than l' above the wetland substrate. Granite riprap is also proposed to tie into the new bulkhead on the southwest comer of the basin and run:l:76' along the ditch edge with a base width of5'. No backfill is proposed for either location. A :f::l00' by :f::150' gravel parking area with 23 spaces will be constructed landward of the existing boat ramp. A gravel berm is proposed between the new parking area and the existing boat ramp to prevent surface runoff from entering the basin. In addition, a 50' by 50' bathhouse and office is proposed adjacent the new parking area. The bathhouse will have 6 showers and 6 toilets, and the office will have one toilet. The applicant proposes to connect into the Town of Belhaven's Sewer system (see attachment 8 for the letter from the Town of Belhaven agreeing to provide service). A sewage pumpout is proposed along the northwest comer of the basin and permanent dockage will not be allowed in this area. No additional impervious surface is proposed within the 30' Public Trust Shoreline and all non-water dependent activities are located outside the 50' Tar-Pamlico River Buffer Basin Area. The existing water depth of :1:5.5' eliminates the need for dredging. Anticipated impacts The replacement of the docks and fmger piers will result in the shading of:l: 7,650 ft2 of basin bottom and mooring space for 44 boats (:f::20' in average length). The installation of the bulkhead and riprap will result in the filling of :1:6,260 ft2 of basin, creek, and ditch bottom. The project as proposed will result in the disturbance of :1:21,590 ft2 of uplands as a result of the parking area and bath house/office construction.
