Elimination of Stormwater Outfalls

Recently at Marshall Steam Station the outlet or drainage areas for several stormwater
outfalls have been changed. These changes are described below. Based on these
changes it is requested that these outfalls be removed from stormwater permit
NCS000548.
• SWO06 - This outfall was plugged and the drainage was redirected to a ditch that
drains into the NPDES Yard Sump #1. This sump is part of the NPDES
wastewater treatment system and pumps to the recently constructed Lined
Retention Basin (LRB) which is NPDES permitted Outfall 005.
• SWO09 - This outfall used to also include roof drains from the powerhouse.
These roof drains have been redirected to Yard Sump #2 which is part of the
NPDES wastewater treatment system and pumps to the LRB. Stormwater from
a very small area (approx. 0.4 acres) drains and combines with NPDES
permitted Outfall 003.
SW023 - This outfall was originally created in 2006 as part of the erosion control
plan for a laydown yard associated with the construction of the Flue Gas
Desulfurization System (FGD). In 2018, a new FGD wastewater treatment facility
was constructed at the location of the laydown yard. The storm water drain
system for this area is in place to capture the storm water, direct it to sumps that
discharge to the LRB.
