This letter is requesting 401 certification for activities associated with this construction. The Johns River Access Area is located in Burke County. This site is required to comply with the Catawba-Wateree license issued by the Federal Energy Regulatory Commission (FERC), particularly the license requirement to ensure that growing needs for adequate public recreational access are met. This work is being performed to improve existing conditions and satisfy commitments in the 2001 Catawba-Wateree Shoreline Management Plan. The plan meets FERC requirements and was formulated after consultation with resource agencies including the U.S Fish & Wildlife Service and the North Carolina Wildlife Resources Commission. The existing project footprint is nearly identical to the final footprint. The current boat ramp will be removed and replaced with a new ramp that will allow access to deeper water. See the attached project descriptions and drawings for additional details regarding storm-water controls. The project includes the following elements to reduce the impacts of construction and operation: . The use of asphalt curbing is minimized to encourage sheet flow off the edge of the parking area or grassed areas. As required, please find seven (7) copies of the 'Pre-Construction Application Form' including a package that provides the project description, associated maps, drawings, and a list of property owners needed to process and issue a permit for this work.
