The assistance of Sharpsburg staff Brian Sullivan, Jason Landvater and Isiah Harris was appreciated. Please see the inspection report below: Permit Information: A. The most recently issued permit (June 9, 2017) states that The City of Benson operates a wastewater collection system consisting of approximately 14 miles of gravity sewer, eight miles of forcemain, eight duplex pump stations and 1 simplex pump stations. The current permit expires on February 28, 2025. A renewal application should be submitted at least 180 days prior to expiration. The -first page of the Town's permit states there are eight duplex pump station, but the list of pump stations in the permit shows nine. Please confirm the number of duplex pump stations. II. Operator information: A. The collection system is classified as a CS-2. Brian Sullivan, Public Utilities Director, is a CS-2 certified operator and is the Town's designated Primary Operator in Charge (ORC). At the time, the Town does not have a backup operator, which is required by the permit. Additional staff will be taking the certification test soon for a CS-1 operator. Upon certification of additional staff, please notify this office and submit an Operator Designation Form (attached) to the address on the form. This needs to be done as soon as possible. III. Ordinance/Charter: Sewer is covered in Chapter 51 of Sharpsburg's Code of Ordinances. This Chapter addresses installation of sewer and service lines, fats, oils and grease control and septic tank installation. B. Fats, Oils and Grease: L The Town's Public Education Program for Grease includes mailing education material to the Town's sewer users via utility bills every two months. (Section 1.5 of permit). ii, A Fats, Oils and Grease Trap Program consists of inspecting the four grease traps in Town every three months. Records of inspections and enforcements of the grease traps should be kept. Section 1.5 of permit). C. Capital Improvement Plan (CIP): A capital improvement plan was provided to the inspector after the inspection. It was for the years 2010-2020. The permit re uires the CIP to cover the next 3-5 years. An ul2dated CIP should be developed Section 1.6 ofpermit) D. Collection System Map: A map was available that showed the pipe size, material, flow direction, and pump stations (Section 111.3 of permit). E. High -Priority lines: Documentation should be ke t that demonstrates that all high -priority lines are inspected at least twice per year Section V.4 of ermit . F. Annual Inspection: Staff keeps a MH Inspection log that demonstrates that all gravity lines are inspected annually (Section V.3 of permit). G. Right -of -Way / Easements: Documentation should be kept that describes all maintenance/clearingmaintenance/clearing of the systems right-of-way/easements Section 11.7 of permit). H. System Cleaning: The permit requires that at least 10% of the system is cleaned annually, and the entire system is cleaned every 10 years. At least 18% has been cleaned this year. Please keep records that show describe what portion of the lines have been cleaned and which areas will be cleaned in the future Section 11.8 of the permit). I. Maintenance Records: Records should be ke t for all maintenance done to the system- J. Spill Response Action Plan: An updated spill response plan was available for review that should replace the old pump contingency Ian. This new plan should be distributed to all staff Section 11.9 of ermit . K. Sanitary Sewer Overflows (SSOs): Please keep SSO 5-day reports and any associated press releases and public notices (Section 111.2 & IV.2 of permit . L. Citizens Complaints: Please keep records of citizens' complaints. M. Annual Report: Systems with an annual average flow of 200,000 GPD or greater are required 2of4 - iown of 5harpsburg's Wastewater Collection System Compliance Evaluation Permit No. WQCS0000370 to develop an annual report as described in G_S_ 143-215.1C that summarizes the performance of the collections stem and treatment works and any violations of the collections stem Permit. Our database shows Shar sbur 's system has an as -built flow of approximately 200,000 GPD. and a Permitted flow of 350,000 GPD. Annual reports should be developed at the end of the calendar fiscal year and distributed to all sewer users as described in G.S. 143- 215.1C (Section IV.3 of permit). IV. Collection System Inspection A. High Priority Mines: The Town's permit lists 4 high priority lines. The following High Priority Lines were observed, including removing manhole lids, during the inspection: Gravity sewer from 120 Railroad St to Rocky Mount lift station. Gravity sewer from Milbranch Rd to Rocky Mount lift station. iii. Gravity sewer behind Dollar General on Hwy 301. B. Pump Stations: The Town has 8 duplex pump stations. Pump stations are equipped with SCADA that is non -operational. Staff stated The Town intends to acquire and install a new SCADA system in the future. No telemetry is present, so pump stations are inspected daily, as confirmed by pump station inspection logs. The four stations listed below were visited during this site inspection, with comments. All stations are fenced and have emergency signage. Wet wells were observed, floats were pulled to test alarms, and upstream manholes were observed. (The numbers provided below were present on the emergency signage). Batchelor Rd. Pump Station (#4): The wet well had excessive grease in it and should be cleaned. The pump run times were observed to be dramatically different (260 vs. 8). This should be investigated. The upstream manhole across the street covered with dirt/grass. Staff uncovered the manhole and the inside was observed. ii. Pine Needles (#2): The wet well had excessive grease in it and should be cleaned. The monitor on the pump was not working so run times could not be observed/recorded. The generator was tested. The upstream manhole was located on an adjacent gravel drive and had recently been covered with gravel. Staff uncovered the manhole and the inside was observed. iii. Brickyard (#3): A recent storm (April 131h7) had caused a tree to fall on the pump station fence and had caused a power outage at the pump station. The generator was running the station at the time of the inspection while the Town was waiting for new transformers to restore power to the station. The visual alarm worked but the audible alarm did not. Repair the audible alarm restore power and repair the fence at this location. iv. Airport (#6): No issues. This station may be abandoned in the future. • Wet wells with significant grease should be cleaned as needed. • Non-functioning monitors on some of the pumps should be re aired so pump run times can be observed and reported in pump station log books. 3 of 4 Town of Sharpsburg's Wastewater Collection System Compliance Evaluation Permit No. WQCS0000370 • Uncover any other upstream manholes that have been covered by di rt1grass ravel. • The first a e of the nermit states there are eight duplex um stations but the list in the 12ermit shows nine. It was noted by the inspector that improvements have been made to the Town's record-kee ing and to the system since the last inslaection in 2017 which resulted in a Notice of Violation.
