Explain the purpose of the proposed project:* The purpose of the proposed project is to construct a residential development (Zoned: RA -30) consisting of 157 lots. 41. Describe the overall project in detail, including indirect impacts and the type of equipment to be used:* The project is scheduled to occur in four phases (the phase sequence is 4A, 413, 5, and 6) with each phase to be completed before initiating construction into the next phase. For each phase of the residential development a construction sequence schedule is in place to protect jurisdictional features. A portion of the project area is already cleared from silviculture practices, and sediment and erosion control measures will be implemented in these areas prior to the clearing of the remainder of the project. After clearing is complete all stormwater control measures will be installed and the sediment and erosion control plan will be strictly adhered to. After which roadway, permanent stormwater infrastructure, and utility installation will take place. This will include impacts to jurisdictional wetlands and streams. After the permitted impacts are in place all surrounding jurisdictional areas will be protected. The next phase of the project will involve the development of the lots, remove and stabilize temporary stormwater control measures, and complete permanent storrrmeter infrastructure. Phase 4B will be constructed second and will develop the central area of the property. This phase is 12.3 -ac and will develop 19 lots by constructing two roads. This phase will include two separate stream impacts over two different streams for road crossings to access the eastern and southern extents of the project. Both of these stream impacts will be piped crossings. Phase 5 will be constructed third and will develop the eastern extent of the project. This phase is 25.2 -ac and will develop 41 lots by constructing five roads, two of which tie in to the adjacent residential development. Specifically describe measures taken to avoid or minimize the proposed impacts in designing the project: The proposed project has been designed to avoid impacts to eight wetlands and minimize impacts to one wetland. This design avoids impacts to 13.417 acres of the 13.629 acres of wetlands for the project. The proposed project has been designed to avoid impacts to to five streams and minimize impacts to three streams. This design avoids impacts to 11,944 feet of the 12,212 feet of streams for the project. Several design configurations were considered when determining the sewer line and roadway locations in order to avoid and minimize impacts to streams and wetlands. Complete avoidance was not viable as a floodplain wetland parallels the main sewer line, two streams make up the western and southern property lines, and two streams cross the entire length of the property from east to west. Potential designs included two options for utilizing a single road crossing to access the central and southern extents of the project. However, for one option the adjacent neighborhood could not be used for primary access so access needed to be provided from Harnett Central Rd. The second optior was to cross the stream (SB) downstream below the confluence of streams SB and SC (the proposed crossing impact) however steep topography and proximity to the floodplain of Neill's Creek ruled this option out. The proposed crossings include crossing Streams B and C one location each as this configuration minimizes total net impacts to streams. A sewer line in Phase 5 avoided impacts to Stream D by routing the sewer line between Lots 112 and 113 to avoid stream impacts. While this design impacts two locations, these two locations are some of the narrowest widths of both streams and do not include any adjacent wetland impacts. One road crossing results in 131 feet of stream impact, and the second crossing results in 137 feet of stream impacts. The wetland to be impacted (Wetland A) is a riparian floodplain wetland associated with Will's Creek. Will's Creek is the property line and Wetland A extends along a majority of Neill's Creek. The main sewer line which the residential development needs to tie in to parallels Neill's Creek, and Wetland A's boundary overlaps a majority of the main sewer easement. Another factor in consideration were the appropriate junctions in the main sewer line that are available to tie in to. After assessing these variables three locations were identified to impact Wetland A in order to connect the residential development's sewer line to the main sewer line and meet Harnett Regional Water's requirements. The first location (impact W-1) is on the northwestern side of the property, the second location (impact W-2) is on the southwestern side of the property, and the third location (impact W-3) is on the central western side of the property. The southwestern impact (W-2) location also includes a temporary stream impact, again this is an isolated area of the property with limited access to the main sewer line and avoidance was not feasible. The central western location impact (W-3) is positioned to take advantage of an upland area that juts into wetland WA in order to minimize wetland impacts. Three sewer connections are necessary for the size and configuration of this development. The first sewer crossing (impact W-1) results in 0.025 acres of vetland impacts, the second sewer crossing (impact W-2) results in 0.117 acres of wetland impacts and 21 feet of stream impacts, and the third sewer crossing (impact W-3) results in 0.070 acres of wetland impacts. 1b. Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques: Typical sediment and erosion control measures will be taken on site. Tree protection fencing will be used to protect jurisdictional wetlands that will not be impacted. Appropriately sized equipment will be utilized to prevent excessive compacting and minimize clearing. Construction scheduling and staging will be timed to minimize the amount of time spent working in the stream channel. In stream work will attempted to be constructed during the dry season Men water might not be flowing. If water is flowing at the time of construction a temporary dam will be installed and the water will be pumped around discharged as diffuse flow. 9 in stream work takes more than a day the temporary measures will be removed at the end of the day if site conditions allow so the stream may flowfreely while not being actively constructed. Al equipment will be within permitted areas and temporary impact areas will be restored to preexisting contours. An Erosion and Sediment Control Plan has been approved by the NC Department of Energy, Mineral, and Land Resources. 2. The residential development will utilize two tie-ins to the main sewer line, one on the northwestern area of the development and another in the southwestern area of the development. The sewage will be transported to the Harnett Regional Wastewater Facility east of Lillington. The treatment capacity of this facility is 22 millions gallons per day. 5. The NC Natural Heritage Program (NCNHP) data explorer and USFWS— Information for Planning and Conservation tool were used to assess known occurrences of protected species. According to NCNHP, none of these species or any designated critical habitat were found to be within a mile of the project site.
