To whom it may concern:
This letter is to provide certification that the pump station designed to serve the Carillon Durham
retirement community is permanently connected to a bypass power source capable of supplying
adequate power to operate the pump station. The station's power is delivered by a distribution panel
within the main facility. The entire facility is connected to an emergency power generator. The generator
has been sized to accommodate the full pump station loads.

receiving wastewater treatment facility and that the flow from this project is not anticipated to
cause any capacity related sanitary sewer overflows or overburden any downstream pump station
en route to the receiving treatment plant under normal circumstances, given the implementation
of the planned i rovements identified in the planning assessment where applicable. This
analysis has be p rformed in accordance with local established policies and procedures using
the best avail le ta. TA certification applies to those items listed above in Sections I and II

We discussed this with our permit coordinator in our Central Office. The consensus is we are willing to accept the
generator at the main building as a secondary power source for the purposes of meeting the overall dual power
requirement, however, the facility must also ensure that a quick -connection receptacle is available at the pump station
such that a generator could be obtained and hooked up directly without being reliant on the underground power line.
We'll insert a special condition in the permit that reads as follows:
`The pump station shall be provided with a manual transfer switch and portable generator quick -connection receptacle
such that a portable generator could be obtained and connected to the pump station, should the conduit between the
main building and the pump station fail to convey adequate power for the operation of the pump station, per Section
5.04(B)(3)(b) of the Minimum Design Criteria."

Per your email below and the conversation we had earlier today, I offer the following additional
information to help with your review of the pump station's reliability:
Wet Well Volume Reaction Time
We have determined the wet well is capable of storing flow for approximately 119 minutes in the event
of power loss.
To determine this, we found the volume available in the wet well at the worst case scenario (if the
power was to go out and the liquid level was at the pump on float). The elevation from the pump on
float to the rim of the wet well was 10.25' and using the diameter of the wet well (4 ft), we found the
available volume was approximately 128 cubic feet, or just over 963 gallons. (the top of the wet well
would be the first overflow point on the site and is lower than the building's finished flow elevation —
see the attached utility profiles)
To find the influent flow rate to the station, we calculated the average daily flow rate per resident from
historical water consumption data from two similar Carillon facilities (one in Knightdale, the other in
Fuquay). That hourly flow rate was multiplied by the total number of beds for the Durham facility (84
beds) and converted that daily fiowrate to an average gallons per minute, which was approximately 8.08
gal/min.
Dividing the available storage volume by the by the maximum average influent rate provides —119
minutes. It is important to note that this timing does NOT account for water -use reduction procedures
if the pump station power is lost.
Narrative
There are a couple of significant factors to consider for the reliability of this pump station:
• This lift station serves a single building that is staffed 24 hours a days, 365 days a year.
• The power feed wiring to the station is protected in a conduit to reduce the risk of accidental
severing.
• The station has alarms that alert staff there is a problem so they can curtail water using
activities while service is called and on the way.
• Carillon has a multiple generators used to power facilities in the event of a power outage.
• Carillon has a contract with Stanley Environmental for a pump truck in the event of any
difficulties/delay in generator deployment.
Please review the above information and the attached drawings and don't hesitate to let me know if you

We discussed the backup power scenario in-house and with our permit coordinator. Below is her
comment:
Based on our general interpretation of 15A NCAC 02T.0305(h) with regards to the two power source
requirement as well as the MDC requirements you outlined, I do not believe a single source via the
incoming line (whether it is from the standard power or a generator) would suffice, especially because as
you mentioned, if that one line gets cut either during a power outage or during a normal day, they have
no way to power the pump station. They would need to have some method of hooking up the generator
directly to the pump station in the event that the line to the pump station fails while the nursing home
has power.
I'm not sure that we would grant a variance far this unless they have significant storage in the wet well
above the pump -on elevation — we've granted variances for simplex pump stations to be used with no
backup power and 24-hours of storage above the pump -on for small flows, but I'm not sure how much
flow this particular nursing home generates nor how large the wet well is in relation to the flow.
We'd need to delve into the design information to determine if we could consider a variance — perhaps
the engineer can provide the plans and brief calculations (digital is fine) showing the storage above the
pump -on position so we can see what we would consider?
Can you provide more specifics on the pump station, wet well storage capacity, talcs, narrative,
etc? We'll review and let you know something.

Also we need item V of the application completed (downstream sewer permit number, receiving sewer
size, system wide collection system permit number, owner name).
Just to confirm, will duplex grinder pumps be installed in the pump station?
We'll continue drafting the permit upon submittal and review of this info.

I talked with Deborah about this particular situation — we are willing to accept the generator at the main building as a
secondary power source for the purposes of meeting the overall dual power requirement, however, they must also
ensure that a quick -connection receptacle is available at the pump station such that a generator could be obtained and
hooked up directly without being reliant on the underground power line. Please insert a condition into the permit as
follows (please feel free to tweak the language if needed):
"The pump station shall be provided with a manual transfer switch and portable generator quick -connection receptacle
such that a portable generator could be obtained and connected to the pump station, should the conduit between the
main building and the pump station fail to convey adequate power for the operation of the pump station, per Section
5.04(13)(3)(b) of the Minimum Design Criteria"
