Dear Mr. Dorney:
Please find the attached three (3) 11 "x 17" plan sets, soils map, quad map and the completed Variance
Request Form for Minor Variances for the above referenced project. The City of Raleigh wishes to
use these sites to use excess soil from the Raleigh Convention Center site. Both Sites A and B were
used as permitted landfill areas in the past. They have been inactive for several years.
It appears that the stream dividing Sites A and B shown on the quad and soils maps does not exist in
the area where the two sites join. Construction debris was haul to Site A through this point for many
years. In addition, a soccer field exists in the location of the stream from the soils map.
We respectfully request for your staff to visit the site to see the existing condition. We will gladly
meet you at the site to help answer any questions or provide additional information.

1. Description of proposed activity [Also, please attach a map of sufficient detail (such as a plat
reap or site plan) to accurately delineate the boundaries of the land to be utilized in carrying
out the activity, the location and dimension of any disturbance in the riparian buffers
associated with the activity, and the extent of riparian buffers on the land. Include the area
of buffer impact in ft2.]:
We feel that the stream illustrated on the soils map no longer exists. The area
associated with site A was used as a permitted landfill years ago. An existing soccer
field has been built in this area as well.
2. State reasons why this plan for the proposed activity cannot be practically accomplished,
reduced or reconfigured to better minimize or eliminate disturbance to the riparian buffers:
See answer to #1. It appears that the stream was filled long ago in the area where we
wish to cross from Site B to Site A. The area labeled Site Al will be kept out of any
remaining stream buffer that may exist along the landfill area.
3. Description of any best management practices to be used to control impacts associated with
the proposed activity (i.e., control of runoff from impervious surfaces to provide diffuse flow,
re-planting vegetation or enhancement of existing vegetation, etc.):
We do not proposed any BMP's. We plan to control sediment runoff in accordance
with NCDENR guidelines.
