The North Carolina Division of Water Resources conducted an inspection of the Cliffside Plant Residuals Land
Application Program on May 7, 2019. This inspection was conducted to verify that the facility is operating in
compliance with the conditions and limitations specified in Non-discharge Permit No. WQ0002379. A summary of
the findings and comments noted during the inspection are provided in the enclosed copy of the inspection
report.

The Compliance Evaluation inspection was conducted by Division of Water Resources staff from the Asheville
Regional Office. The following deficiency(s) was noted during the inspection:

Remedial actions should have already been taken to correct this problem and prevent further occurrences in the
future. The Division of Water Resources may pursue enforcement action for this and any additional violations of
State law. To prevent further action, carefully review these deficiencies and address the causes of
non-compliance to prevent the recurrence of similar situations.

Inspection Summary:
The inspection was conducted by Bev Price & Mikal Willmer of the Asheville Regional Office. Juanita James (James &
James), Robert Rowe (WWTP ORC), Blake Hicks (James & James) and Lynne Starr-Vasquez (Cliffside Board Chair)
assisted with the inspection.
Robert P. Wilcox is listed in the database as the Land Application ORC. Mr. Wilcox status as ORC should be verified. Mike
Gibert resigned as Land Application ORC in June 2018.
Land application has not occurred at this facilty since 2005. It is unknown whether or not the owmers of the current
permitted land application sites want to remain in the program. This will need to be verified prior to any land application
activity. In addition, certified ORC's will be required prior to land applicaiton activity.
One digester is empty and one contains a small volume of sludge. Sludge was wasted to the digester to verify pumps &
valves were working. This digester is approximately 2/3 full with additional volume likely being rainwater. The stairs to the
this digester containing sludg/rainwater are being held on by one bolt; the stairs should not be used.
The permit expires August 31, 2019. A application for renewal should be submitted as soon as possible.
The 2018 Annual Report has not been submitted. The report should be submitted as soon as possible.
