Pisgah Lodge & Recreation Area WWTP on 5/06/2019. This inspection was conducted to verify that the facility is operating in compliance with the conditions and limitations specified in NPDES WW Permit No. NC0072729. The findings and comments noted during this inspection are provided in the enclosed copy of the inspection report entitled "Compliance Inspection Report". Please carefully review any comments noted in the inspection summary. There were no significant issues or findings noted during the inspection and therefore, a response to this inspection report is not required. Pisgah Lodge & Recreation Area WWTP. This inspection was conducted to determine whether the facility is being operated and maintained in compliance with NPDES Permit No.NC0072729. Wayne Arnold (ORC) and Kevin Reeves (Backup) were present and assisted in the inspection. Overall the facility is being operated and maintained in compliance. Facility staff keep detailed records of daily operations and any required maintenance. Spare parts are kept onsite to replace equipment and parts as needed. Staff report no issues acquiring funding for plant operations. The following are recommendations noted at the time of the inspection. Generator: Recommend exercising under load periodically to ensure the WWTP will operate during a power outage. Flow Meter Calibration: Please double check the % error found during the flow meter calibration and discuss potential causes for large discrepancies with the calibration firm. One of the calibration records reviewed during the inspection indicated over a 200% deviation from true value as found. This may indicate the flow meter is not functioning properly and has the potential to record artificially high or low flows. NC0072729 17 (Cont.) Is the DO level acceptable?(1.0 to 3.0 mg/l) Only one train is currently in use due to beginning of the season flows. Plant was reseeded after opening. Currently the Inn and restaurant are open; however, campgrounds will not open until mid-May. ORC plans to reseed next season with sludge from holding tanks onsite. DO maintained around 3-5 mg/L. Diffusers are run constantly to reduce pump wear. Sludge return is operating almost continously to maintain a healthy biota within the facility. Is the site free of weir blockage? Is the site free of evidence of short-circuiting? Is scum removal adequate? Is the site free of excessive floating sludge? Is the drive unit operational? Is the return rate acceptable (low turbulence)? Is the overflow clear of excessive solids/pin floc? Is the sludge blanket level acceptable? (Approximately ¼ of the sidewall depth) Few solids due to low flow conditions and continuous return of sludge to ABs. Is the air scour operational? Is the scouring acceptable? Is the clear well free of excessive solids and filter media? Cloth media filters are used and sit below the water level. Operators visually check filters during manual backwashes. Filters last about 1.5 seasons and then need to be replaced due to tears. Spare parts are kept onsite. Comment: Disinfection - UV Yes No NA NE Are extra UV bulbs available on site? Are UV bulbs clean? Is UV intensity adequate? Is transmittance at or above designed level? Is there a backup system on site? Is effluent clear and free of solids? Two parallel banks of UV lights. Have light indicators and manufacturer reports the intensity meter was displaying accurately during the last maintenance check. Bulbs are cleaned every 2-3 days and the effluent is spot checked for any turbidity. Staff have drawn up plans to place the UV lights in series and will check with Raleigh for approval. (If units are separated) Does the chart recorder match the flow meter? Flow meter was last calibrated on 10/1/ 2018 by Laboratory Instrument Services and was scheduled to come back out the week of May 13th. Laboratory Instruments also programs the autosampler. Sampler read 1 degree Celsius at the time of the inspection. Comment: Effluent Pipe Yes No NA NE Is right of way to the outfall properly maintained? Are the receiving water free of foam other than trace amounts and other debris? If effluent (diffuser pipes are required) are they operating properly? Effluent can be seen exiting the flume and travels downhill to the receiving stream. Receiving stream and end discharge point can be accessed by a trail.
