Dear Ms. Reithinger,
On May 8, 2019, Jason Robinson and Erin Deck from the NC Division of Water Resources visited your
single-family residence (SFR) to evaluate compliance of the property's discharging wastewater
treatment system that is covered under NPDES General Permit NCG550000 and the Certificate of
Coverage (CoC) NCG551575. Thank you for your help during the inspection. An information
package was provided to you during the inspection.
Upon inspection and subsequent email correspondence, the following was observed:
l . The effluent discharge was in the backyard on the right side of the house (looking from the
street) in a grassed area to a ditch.
2. Chlorine tablets were in one of the chlorinator tubes, and you commented that you had recently
ordered more chlorine and dechlor tablets. Please make sure to occasionally poke these with a
sturdy stick/pole to ensure that they are contacting the water.
3. After the inspection, you provided an invoice and receipt via email showing the septic tank had
been pumped in August 2018.
4. You also provided (via email) lab results from August 2017 and January 2019. Tile 2017
testing showed that Total Suspended Solids (TSS) and Biological Oxygen Demand (BOD) were
exceeding the allowable permit limits (see permit limits in handout that was provided during the
inspection). However, these parameters were shown to be below the permit limits in the 2019
testing. This improvement in lab results may be due to the pumping of the septic tank between
the two tests.

® In compliance: You are reminded to regularly maintain the system, have the effluent
sampled once a year, and have the septic tank pumped out every 3 to 5 years. Your good record
of operation and meeting the permit requirements is highly commended.
❑ Your home is improperly plumbed: Some of the wastewater discharges are going directly
to the environment without first passing through the treatment system. This must be corrected
immediately.
❑ Disinfection: Your system is lacking disinfection, either chlorine tablets or a UV light
system. New rules put into place on August 1, 2007 require all SFR systems to have a means of
disinfection (and dechlorination vr-hen chlorine tablets are used to disinfect, if the system was
installed since that date). Since your system had no disinfection, the installation is to include a
chlorine tablet dispenser, a contact chamber capable of providing a minimum 30-minute contact
time, and another tablet dispenser that will hold dechlorination tablets.
Treatment tablets missing or are wrong kind: You are responsible for always having
chlorine tablets and dechlorination tablets (if a required part of your system) in place. They
must be the kind for wastewater treatment and not for swimming pools. A chlorinator could not
be found.
❑ Dechlorination: Your system was installed after August 1, 2007, so must have a means of
dechlorination located downstream of the chlorinator and its contact chamber. See Disinfection
paragraph above.
❑ Pumping the septic tank: The pen -nit requires the septic tank to be pumped every 3 to 5
years. A pumping company can check the status periodically and determine when pumping is
required.
❑ Failure to analyze the effluent: The permit requires that the effluent that is discharged
from your system is analyzed annually. A list of NC certified laboratories that provide this

❑ Effluent pipe: The effluent pipe is where the wastewater discharges from the system after it
gone through the treatment units. The pipe should be kept exposed and accessible, and the area
around it should be kept cleared.
