On December 10, 1992 the Environmental Management Commission adopted a water quality rule which governs animal waste management systems. The goal of the ,rule is for Kiirnal operations to be managed suc,b that animal waste is riot discharged to suxface waters of the state, The rule allows animal waste systems to be "deemed permitted" if certain minimum criteria are met (15A NCAC 2H .0217). By submitting this registration you have met one of the criteria for being deemed pemitted. We would like to remind you that existing feedlots which meet the size tluesholds listed in the rule, and- any new or expanded ,feedlots constructed between February 1, 1993 and December 31, 1993 must submit a signed certification Form (copy enclosed) to DEM by December 311997.
