9. PROJECT DESCRIPTION
Charles F. Riggs and Associates, Inc., on behalf of Double M Development, LLC, have requested that the attached
application be processed under the Express Permit Review Program.
The applicant's project is located along N.C. State Highway 210, just north of Ninth Street, less than 0.1 miles north of the
Town line of Surf City and North Topsail Beach, adjacent to the Atlantic Ocean, in Surf City, Onslow County. To find the
property, take Highway 17 North from Wilmington and turn right on N.C. State Highway 50 (approximately 30 miles from
Wilmington). Head east on Hwy 50 and turn left onto Hwy 210 at the intersection of Hwy 210 and Hwy 50. The property is
located on the eastern side of Hwy 210, approximately 2.5 miles from the intersection of Hwy 210 and Hwy 50. Ninth St.
borders the property to the south and North Shore drive borders the property to the east.
The proposed project site is approximately 1.64 acres and consists of all high ground. Man-made features that currently
exist on the site include the Sea Star Motel, a swimming pool, gravel driveway, utility building and 12 recently constructed
townhome units. The site ranges in elevation from 6' to I Vabove Normal Low Water (NLW). Vegetation on the site is
limited and includes lawn grasses and ornamental landscaping. There are no coastal or "404 type" wetlands located on the
subject property. The project site is located within the Ocean Erodible Area of Environmental Concern (AEC) as well as the
High Hazard Flood AEC.
The waters of the Atlantic Ocean, adjacent to the project site, are classified as SB by the North Carolina Division of Water
Quality. The area is not designated as a Primary Nursery Area (PNA) by the N.C. Division of Marine Fisheries. The
subject property is located within the High Hazard Flood Area, as indicated by Zone VE (elevation 19) on the Flood
Insurance Rate Map. The High Hazard Flood Area (VE Zone) associated with the subject property is contiguous to the
Atlantic Ocean.
PROPOSED PROJECT
The applicant proposes to demolish the existing Sea Star Motel, and amenities, and redevelop the property by constructing
15 additional town home units, as well as a swimming pool, clubhouse, driveway, sidewalk and parking area. Development
would include grading the entire tract following demolition, for lot preparation and construction of the road/parking area.
According to the application, the tract consists of 10 individual lots that were recorded in 1966 and have been combined to
form one parcel. The single parcel would include a total of 27 residential units (12 previously permitted) giving a density of
16.8 units/acre. Access to the lots will be provided by the construction of two driveways. The concrete driveways would
provide the subdivision with one entrance and one exit from Highway 210. The driveway would terminate in a turn around
horseshoe along the southern side of the property between the existing units and the proposed clubhouse. The proposed
swimming pool and clubhouse would be located in the center of the property and would be surrounded to the south by the
concrete driveway and to the north by three of the proposed town home units. The remaining 12 units would be split, with
six being located along the western property line and the other six being located along the eastern property line. Each of the
proposed units (all of which would be constructed on pilings) would measure 42.5'in length x 19.9'in width x 35.0'in
height (from ground to roof top). Each unit would have its own 10' x 20' deck on the backside and a 5' x 20' deck on
the front side. As proposed, each deck would be uncovered.
The applicant has proposed to install a 5' wide concrete walkway around the northern, western and southern property
lines. The walkway would be located landward of the 60' setback, as measured from the first line of natural, stable
vegetation, however it would be located in the street right-of-way.
The entrance and exits drives would consist of a 25 foot right-of-way and a 20 foot paved concrete surface with an ABC
stone sub-base. The access drive would be constructed with curb and gutter, utilizing curb breaks and vegetated swales to
control Stormwater. The applicant has submitted an Express Low Density Stormwater Permit to the North Carolina
Division of Water Quality.

The Express Stormwater permit application was received in February 2005 and is still in process pending additional
information. The project, once issued, will be subject to the permitting requirements of Stormwater Permit SW8050205.
According to the site drawings, the total built upon area for the entire tract would be 53,761 square feet of impervious
coverage.
In addition, the applicant has an approved Sedimentation and Erosion Control Plan (No.Onslo-2005-228), which was
validated on 2/15/05 by the Division of Land Quality.
The applicant has indicated that each individual unit would have it's own tap for sanitary sewer, which would be collected
by the Town of Surf City. Municipal water would be provided to the project site by the Town of Surf City.
10. ANTICIPATED IMPACTS:
The initial grading of the property would result in the disturbance of approximately 2.1 acres of high ground (1.64 acres of
disturbance on the actual property and 0.46 acres of disturbance within the Town right-of-way). The proposed dwellings,
street and drives would result in the creation of approximately 53,761 square feet of impervious surface.
