Mike Lutz, ORC, and Eddie Caron, ONWASA's Utilities Superintendent,was present during the inspection. The facility consists of a treatment lagoon with three aerated cells and a settling cell with a flow limit of 224,673gpd. ONWASA has the ability to divert flow from the Jenkins Street Pump Station in Holly Ridge to the Summerhouse WWTF for treatment when needed. Effluent is stored in a 51-day storage pond before irrigating on 10 spray fields. Field 1/1 D listed in the Permit has not been constructed. Eleven Blue Frog aerators were installed to replace the six existing aerators the week following this inspection to help reduce the amount of solids in the lagoon. Solids were last removed from the lagoon in 2011. ONWASA plans to replace the UV system,that was damaged during Hurricane Florence,with a tablet chorinator. Currently,there is not a gauge to measure freeboard in the lagoon and one will need to be installed as soon as possible. A review of records since the last inspection shows flow exceedances in 2 months of 2016 and 2018. In 2016, Summerhouse was not on-line and the ability to divert flow was not available yet. In 2018, ONWASA was cyber attacked and SCADA was compromised at Summerhouse WWTF.The facility could not accept flow from the Jenkins Street Pump Station during that time. The facility is compliant with non-discharge Permit WQ0019907. Please review the comment sections of the inspection report for more details. There were no annual soil reports located, though the fields were in good condition. Staff indicated that a soil report would be done before the end of the year. The lagoon at the corner of the settling cell overflowed during Hurricane Florence, bypassing the disinfection system due to the excessive amounts of rain.
