The North Carolina Division of Water Resources conducted an inspection of the Summerhouse
Wastewater Reclamation WWTF on 5/02/2019. This inspection was conducted to verify that the facility
is operating in compliance with the conditions and limitations specified in Non-discharge Permit No.
WQ0029945. The findings and comments noted during this inspection are provided in the enclosed
copy of the inspection report entitled "Compliance Inspection Report".
There were no significant issues or findings noted during the inspection and therefore, a response to this
inspection report is not required.

Inspection Summary:
A routine compliance inspection of the Summerhouse WWTF was conducted on May 02, 2019.The purpose of the
evaluation was to verify that the facility is operating in compliance with the conditions and limitations specified in Permit
WQ0029945. Mike Lutz, ORC,and Eddie Caron, ONWASA's Utilities Superintendent,was present during the inspection.
This facility started up in the spring of 2017 after extensive repairs and equipment replacement.Two of the four Membrane
Bio-Reactors(MBR)are in operation. Currently,the facility is treating an average of 87,000-88,000gpd of the 400,000gpd
permitted flow. Effluent disposal consists of two infiltration basins located within the Summerhouse community. Infiltration
Basin#2 is currently being used while Infiltration Basin#1 is waiting on work to begin in the near future to increase the
hydraulic loading rate. Staff keeps organized records to include daily/weekly task check sheets, monthly data computer
spreadsheets and a detailed operation/maintenance log book to monitor plant operations. ONWASA has the ability to divert
flow from the Holly Ridge, Jenkins St. Pump Station to Summerhouse WWTF for treatment instead of going to Holly Ridge
WWTF.
Since start-up,the facility has had 4 daily fecal limit NODS, 1 daily ammonia limit NOD and a NOV for a monthly total
phosphorus limit issued.There has been complaints from the residents of the Summerhouse community about the algae
growth that can be seen in the summer months in the infiltration basins. ONWASA has communicated to the residents the
nature of algae growth and has contacted our office for assistance in the past.
The facility is compliant with non-discharge permit WQ0029945. Please review the comment sections of the inspection

meter was calibrated on 7-19-18 by ONWASA staff.

system. In addition, each train has a 2 mm drum screen at the inlet to protect the operation of
the membranes.

Comment: There are 2 infiltration basins located within the Summerhouse community. Infiltration Basin #2
is currently being used. Work on Infiltration Basin#1 will be started in the near future to increase
the hydraulic loading rate. Basins do not have restrictive signs to prevent public access and
signs will need to be posted as soon as possible. The groundwater lowering effluent pond
(Spicer Lake) and the surface water monitoring station, located at a tributary of Kings Creek, are
sampled 3 times a year. Each infiltration basin has a groundwater lowering pump station with a
flow meter to measure application to the basin. Both flow meters were calibrated on 12-05-18 by
Carolina Technical Services Inc. Each pump station is equipped with a generator that
automatically load tests every week.
