Describe the existing conditions on the site and the general land use in the vicinity of the project at the time of this application:* The property comprises an the existing Duke Energy Buies Creek substation and existing Harris Plant - Erwin 230kV transmission lines. A portion of the property is currently undeveloped. ESI completed a wetland and waters of the US delineation in early 2019. Land use in the vicinity is primarily rural with some agriculture and single-family homes nearby. 4b. Explain the purpose of the proposed project:* The Harris Plant - Erwin 230kV transmission line has no sectionaliang point between Erwin and the Angier tap. The Buies Creek substation is located between these two points. Outages within this section of transmission line result in large customer outage events. As a result, Duke Energy needs to install a switch at the Buies Creek tap, which would result in lower customer outage events as well as making maintenance on the transmission line easier. To install the switch a potentially jurisdictional ditch needs to be crossed by installing a culvert. Duke Energy has attempted to minimize the impacts to WOTUS by accessing the switch location through company owned property as opposed to Leslie Campbell Rd (Hwy NC - 27) which would result in an impact both to a wetland and the potentially jurisdictional ditch. 41. Describe the overall project in detail, including indirect impacts and the type of equipment to be used:* Duke Energy needs to install a new switch mechanism as described in Section 4h. To accomplish this they will need to cross a potentially jurisdictional ditch/wetland swale with an access road. This will involve placing a reinforced concrete pipe in the ditch bottom to maintain hydrologic connectivity. The crossing will impact approximately SF of potentially jurisdictional ditch. Typical construction equipment will be used including dump trucks, excavators, graders, etc. 4j. Please upload project drawings for the proposed project. Specifically describe measures taken to avoid or minimize the proposed impacts in designing the project: Duke has designed the project so that it will avoid potential impacts to larger wetland areas that were delineated by ESI during our initial assessment. The current alignment for the access road crosses a ditch/wetland swale and impacts have been minimized as much as possible given the requirements for the crossing itself. 1b. Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques: If wetlands need to be crossed as part of the construction activities then Duke will use matting to prevent ground disturbance. All required BMPs will be employed for the duration of the construction. An approved Erosion Control Plan will be in place prior to any land disturbance. 2.
