Dear Mr. Deel:
This is with reference to your request to modify State Permit #130-06 which was issued to John Deel on August
2, 2006, and will expire on December 31, 2009. The action proposed in your submittal is to install an additional 50
linear feet of vinyl bulkhead at the normal high water line. Upon reviewing the information provided, the Division of
Coastal Management has determined that the proposed action is consistent with existing State rules and regulations and
is in keeping with the original purpose and intent of the permit.
I hereby submit this Letter of Refinement authorizing the modification of State Permit #130-06 as described in
your letter dated July 23, 2009, including work plan drawings dated July 23, 2009 and received on July 28, 2009. By
copy of this letter we are also notifying the U. S. Army Corps of Engineers of our action.
If you have any questions concerning the above or if I can be of any other assistance, please advise.

1. I request permission to extend the sea wall 50 feet under the above-referenced Major
Permit. See the enclosed drawing of the property on file canal highlighting the area we
propose to bulkhead.
2. Due to the expenses required to build the bulkhead, irl these economic hard times, we also
request an extension of one year to fills Permit #130-06, to be valid through December 31,
2010.
