Bev Price and I (Daniel Boss) met with Aubrey Deaver Jr of A&D Water Service for a compliance inspection of the High Vista
Falls collection system on 5/8/2019.
Mr. Deaver was able to provide the collection system map, however it was not complete since it did not include the nursing
home sewer line. He did not provide the operation and maintenace plan to us. High priority line inspections have not been
performed at the intervals required, nor have they been documented. Annual observation of the entire collection system is
not being performed. Grease education materials are not being distributed every 6 months as required.
Manholes in the High Vista community are being covered by sod, flower beds, and driveways. This needs to stop as it is
imperative that the public utility be able to locate and have access to all sewer manholes in the collection system.
Several manholes between the WWTP and Hwy 191 were not accessilbe by vehicle, one was not even accessible on foot
due to excessive vegetative growth. The vegetation needs to be cleared in the easement to allow access for a vehicle in the
event of an emergency.
This system has I&I issues which need to be addressed. We inspected the flows at about 10 manholes during the
inspection and did not see anything that indicated unusual flows during the day of the inspection. It was a dry day and so it
was not unexpected to see low flows through the sewer lines. I recommend further investigations during both wet and dry
weather to locate the I&I sources.
