PRO,TF.CT DESCRIPTION Mike McCarley, on behalf of Altamar Inc., has requested that the attached application be processed under the Express Permit Revie`v Program. Plcase refer to the Field Investigation Report (FIR) for Altamar, Inc., prepared by Tere Barrett and circulated on 3/12/92, for a full description of the project, and previously permitted activities. Thc applicant has an existing CAMA/Dredse and Fill Permit (#46-92) for maintenance dredging. The permit is scheduled to expire on December 31, 2005. The waters of the Cape Fear River, adjacent to the project site, are classified as SC by the North Carolina Division of Water Quality. The area is designated as a Primary 1\'urscry Area by thc Division of Marine Fisheries, hoNvever, it is CLOSED to the harvest of shellfish. PROPOSED PRO,TECT The applicant is proposing to construct two - 140' diameter concrete domes, a rail spur, load-out tower (conveyor), railway and a storm water collection pond on the subject property. The applicant proposcs to develop the property in order to receive and ship materials coming in by sea going freight tankers. As indicated by the applicant, the material would come in on freight tankers and would be unloaded at the existing dock via a conveyor. From there, the material would be fed into the concrete domes then transported to the load-out tower where it Nvould be deposited into trucks and/or railcars for off site transportation. Beginning along the waters edge and working landward, the applicant proposed to construct a gravel/bituminous pavement drive that would span from the existing pier to the northern most entrance to the properiy along River Road. The driveway would vary in width, ranging from 42' across at the location of the load-out tower and railway, to 15' across along the southern and eastem most sections. Additionally, the driveway would be constructed in a circular manner to allow for one-way traffic or directional use. The applicant has indicated that the area located within the circular driveway would be used as a laydown/storage area, as would the areas adjacent to the driveway. In addition to the driveway, the only other structure located within the 75' Area of Environmental Concern (AEC) would be the proposed stormwater collection pond. As proposed, the pond would run from north to south «rith the outfall structure being located on the northem end of the pond. The pond would measure approximately 430' in length and average approximately 120' in Nvidth. As proposed, all structures associated with the retaining pond would be located outside of the 30' buffer, with the exception of the proposed rip-rap apron. The proposed concrete domes would be located along the northern property line between the proposed driveway and retention pond. The domes (each measuring approximately 140' in diameter) would be connected to a load-out tower, which would be located between the two domes. The load-out tower would transport material from the domes to thc boxcars, which would enter and exit the property on the proposed railway and rail spur. The rail spur, approximately 40' Nvide x 375' long, would be located beriveen thc two domes and the driveway. The spur would tum into a railNvay along the western end of the proposed driveway, and continue in a northerly direction, away from the property. 10. ANTICIPATED ]AMPACTS The proposed development would disturb approximately 624,214 square feet (14.33 acres) of previously disturbed high ground.
