Inspection Summary:
The City's collection system oversight staff has had some turnover in the last couple of years but contiunes to move the City
forward with improved management of its system.
No major issues were noted in the field inspection. A few paperwork issues were noted as discussed in the report. The City
should work on developing a Pump Failure Contingency Plan for each pump station and a portable generator distrcibution
plan in the event of a large scale power outage showing that enough units, vehicles, and staff are available to service stations
to avoid a spill due to lack of power.
The main issue appears to be the lack of filing its annual wastewater collection since CY 2013 and treatment performance
reports with the Division and making it available to users as required by NCGS 143.215.1C. A Notice of Deficiency is being
issued for this item.

Comment: They do take action on grease trap violators, but the penalties appear to be too low. Ideally, the
SUO should lust include a maximum daily penalty amount and simple failure to pump a trap
should be the going area cost for trap service plus a small penalty to provide incentive to comply.

Comment: Need to keep cleaning records with an relatively up-to-date total and total out the yearly (fiscal or
calendar) amount versus minimum requirement. No totals were available to confirm % cleaned
over the last few years, but historically had met or exceeded the goal. Plan needed a little
updating which was discussed with staff. Do need to generate a Pump Failure Response Plan
for each pump station.

Calendar Year 2013. Need to ensure this is being submitted and it should be placed on the

Comment: Station was being worked on at the time of visit. Moderate damage to the concrete inside the
wetwell was observed. This station was relocated to its current location & activated in 3-2008
and should have been coated inside per the requirements of this WQCS permit.

Comment: Driveby visual inspection of a large diameter aerial line along access path to the Brookview
pump station looked to be in good shape. Two other lines were observed entering
the site from
another direction across wetland/marshy area but were not inspected.

Comment: This station was flooded by Hurricane Florence. It has several aerial HPLs enterina the site
One pump had been removed with a part on order. Apparently it has a toilet in the building as an
aerial PVC service line was noted leaving the building over to an elevated manhole; this should
be replaced with ductile as exposed service lines must be DIP.
