The North Carolina Department of Transportation (NCDOT), Highway Division 3, plans to
improve the intersection of SR 1308 (Bell Fork Road) and SR 1403 (Country Club Road/Hargett
Street) in Jacksonville, NC. The proposed project is included in NCDOT's 2018-2027 State
Transportation Improvement Program as U-6082. The purpose of project is to improve traffic
operations at the intersection. The project length is approximately 1.0 mile and is state funded.
Right-of-way acquisition is anticipated in NCDOT Fiscal Year (FY) 2025 and construction is
anticipated in FY 2027.
Bell Fork Road, a functionally classified minor arterial, is a four -lane, undivided curb and gutter
facility with 11-foot wide travel lanes. Existing right-of-way width in the project corridor is
approximately 60 feet. The posted speed limit is 35 mph. The 2017 Annual Average Daily
Traffic (AADT) for SR 1308 is 18,000 to 45,000 vehicles per day (vpd). Country Club
Road/Hargett Street is a three -lane undivided shoulder and curb and gutter facility with 11-foot
wide travel lanes. It is a functionally classified minor arterial. Existing right-of-way width along
Bell Fork Road is approximately 60 feet. The posted speed limit is 35 mph. The 2017 AADT for
Country Club Road/Hargett Street is 7,800 to 9,400 vpd.
The proposed typical section includes dedicated right turn lanes for both sides of Bell Fork Road
and an additional left turn lane to southbound Bell Fork Road. A dedicated right turn lane is
proposed to be added at Country Club Road. Sidewalk and bicycle accommodations are
proposed. The proposed right-of-way width along Bell Fork Road is 100 feet.
Land use surrounding the study intersection is mixed. Development within the Project Study
Area (PSA) includes single family homes and commercial development. Commercial
developments include Church's Chicken, Seafood Market Center, Rose Brothers Furniture, and
mixed -use retail. Bell Fork Church of Christ and the Washington Chapel Missionary Baptist
Church are located within the PSA on Bell Fork Road. Based on a review of the North Carolina

State Historic Preservation Office's GIS Web Service, there are no historic properties listed in or
eligible for listing on the National Register of Historic Places within the PSA. The Jacksonville -
Camp Lejeune Rails -to -Trails path crosses Hargett Street within the PSA. One stream crossing,
Sandy Run Branch, crosses Bell Fork Road and is located in the western quadrant of the PSA.
On behalf of NCDOT, STV Engineers, Inc. will develop a Minimum Criteria Determination
Checklist (MCDC) for this state -funded project. As part of this process, we are soliciting early
input from agencies concerning the features or resources within their jurisdiction and potential
impacts of the proposed project. Attached to this letter are three maps for your information and
reference: a vicinity map, a topographic quadrangle map, and an environmental features map.
The PSA is shown on all maps.
Right-of-way acquisition is currently being evaluated and the need for additional right-of-way is
anticipated. Off -site detours are not expected.
