TROGDON, III SECRETARY Subject: Section 7 Concurrence Request for the proposed replacement Bridge No. 105 on SR 1697 (Pitzer Road) over Snow Creek in Stokes County. WBS No. 17BP9.R.100 (formerly B-4819). Dear Sir: The North Carolina Department of Transportation (NCDOT) proposes to replace Bridge No. 105 on Snow Creek on SR 1697 (Pitzer Road) in Stokes County. The existing bridge is 116' long with two bents at the edge of the water. It is currently at a sufficiency rating of 65.03 and classified as deficient, and thus, needs replacement. The new structure will be approximately 140' long with a 26' ten -inch clear roadway width. The bridge will include two ten -foot lanes and three-foot five -inch offsets. The new structure will span Snow Creek with no bents in the water. We are proposing temporary impacts for impervious dikes in Snow Creek to remove the existing bents and permanent impacts to stabilize the existing bank. The sedimentation and erosion control measures will adhere to the Design Standards in Sensitive Watersheds. The James spinymussel (Pleurobema collina) is a Federally Endangered species listed by the U.S. Fish and Wildlife Service (USFWS) for Stokes County. A Freshwater Mussel Survey Report was prepared on March 27, 2018 by biologists with NCDOT and RKK for the project area. A copy of that report is attached. The report determined that the biological conclusion for the James Spinymussel was `May Affect, Not Likely to Adversely Affect'. A biological conclusion of `May Affect, Not Likely to Adversely Affect' was also reached for the Green Floater (Lasmigona subviridis); however, it has not been listed at this time. NCDOT believes that the requirements of Section 7 (a)(2) of the ESA have been satisfied and hereby request your concurrence. Thank you for your assistance with this project.
