Dear Mr. Hasque:
On May 7, 2019, Brian Lambe from the Wilmington Regional Office of the Division of Energy, Mineral,
and Land Resources (DEMLR), conducted a compliance evaluation inspection for Anchor's Away
Boatyard - Hampstead located in Lewis Road, Pender County, North Carolina. The site drains to Topsail
Sound, which is currently classified as Class HQW, SA Waters in the White Oak River Basin.
The following observations were noted during the DEMLR inspection (please see the attached
addendum for additional information about your permit):
1) Stormwater Pollution Prevention Plan (SPPP)
A Stormwater Pollution Prevention Plan (SPPP) was not available for review during inspection. Mr.
Lambe spoke to Chris Bubin on May 9, 2019. Bubin said that he has developed the SPPP, but it needs to
be updated and implemented.

Qualitative monitoring has not been conducted and recorded in accordance with permit requirements.

Analytical monitoring has not been conducted and recorded in accordance with permit requirements.

Other Observations:
Powerwashing must be conducted within the rules of the state as it is considered wastewater
and cannot be discharged into waters of the state. Provide and clearly mark a designated wash
down and pressure washing area with an impermeable surface that does not drain to surface
waters, or direct wastewater over land and cause infiltration into groundwater. Process
wastewater must be collected pretreated and directed to a sanitary sewer, permitted through
non -discharge means such as recycling, or hauled off for proper disposal be a licensed
contractor. Discharge to a septic system is prohibited.
Protocols for scraping and painting must be followed. Work must be conducted over an
impervious surface (concrete pad or plastic tarps) so that waste material can be collected prior
to entering stormwater stream.
Liquid management needs to be reviewed. Handling and transfer of hazardous liquids must be
done in accordance to SPPP.
