(Pilot) is requesting your review and comment concerning the potential effect on historic and archaeological resources associated with the proposed Pilot at Sedgefield mixed use development on the approximate 114 acre tract located at 5300 High Point Road in Greensboro, Guilford County, North Carolina. The site is depicted on the attached USGS Topographic Map (Drawing 1) and aerial photograph (Drawing 2), which identify locations of site photographs. The site is located within the GF1234-Pilot Life Insurance Headquarters Campus and GF2993-Pilot Life -Sedgefield Historic District (Drawing 3) and contains buildings previously associated with the Pilot Life complex, fields and wooded. Photographs depicting general site conditions are included as an attachment. The site is proposed to be developed with mixed use commercial, multifamily or senior living facilities. The owner of the site and applicant for proposed road and utility infrastructure is KSL Sedgefield Pilot, LLC (KSL). KSL purchased the property in 2008 with the intentions of developing the site with a senior living complex. However, KSL abandoned their proposed plans for site development with a senior living complex due to market conditions immediately following their purchase of the site. Based on market conditions in 2015, KSL opted to facilitate development of the site by third parties pursuant to the City of Greensboro approved Unified Development Plan (UDP) dated July 28, 2015 and updated on March 5, 2019 (attached), which establishes the zoning and permitted uses for the property. KSL recently entered into a contract to sell UDP Tract 4 to Cameron General Contractors, Inc (Cameron). Cameron is the applicant for UDP Tract 4 for proposed development with a senior living facility. KSL has also entered into a contract to sell UDP Tract 2 to another developer for the construction of multifamily housing. KSL intends to pursue future development for the remaining tracts of the UDP in accordance with the UDP, but no other tracts are currently under contract. PO Box 128, Kernersville, NC 27285 www.pilotenviro.com Request for Information State Historic Preservation Office Inquiry May 3, 2019 KSL is mindful of the importance of the viewshed between the front of the buildings and High Point Road to the potential future listing of the Pilot Life buildings on the National Register. In order to protect this viewshed, KSL intends to create a viewshed easement for the benefit of the Pilot Life buildings. The viewshed easement is depicted on the attached Exempt PLAT for KSL Sedgefield Pilot, LLC prepared by Evans Engineering dated April 10, 2019, which will be recorded before any tracts are sold. The owner of the property containing the Pilot Life buildings will have the right to control the nature of any construction in the viewshed, as well as the right to maintain the vegetation within the viewshed. The establishment of the viewshed will protect the Pilot Life property by preserving the "front lawn" of the Pilot Life buildings and the vista enjoyed when looking out from the front of the buildings toward High Point Road. The viewshed will also protect the Pilot Life -Sedgefield Historic District by preserving the visual and spatial relationship of the Pilot Life buildings to the Sedgefield neighborhood across High Point Road. Pilot completed a stream and wetland delineation for the site in 2015 (Drawing 4). The delineation completed by Pilot was not verified by the U.S. Army Corps of Engineers (USACE) or the North Carolina Department of Environmental Quality— Division of Water Resources (NCDEQ- DWR). Terracon Consultants Inc. (Terracon) completed a stream/wetland delineation in 2018 for Tract 4 of the site (attached, Preliminary Site Plan, Dated May 2019, Terracon Project 71187511). Following the delineations, the pond labeled as PA on Drawing 4 was drained. Due to constraints with timing, the drained pond basin has not yet been evaluated for streams or wetlands that may have formed within the bottom of the drained pond basin. KSL intends to request a USACE Nationwide Permit (NWP) Verification 12 and as applicable a corresponding NCDEQ-DWR Water Quality Certification (WQC) for the proposed unavoidable temporary impact to Waters of the US (WoUS) associated with providing sanitary sewer services to the eastern portion of the site. The first phase of the Pilot at Sedgefield Sewer Improvements will provide sanitary sewer services to the eastern portion of the site. The attached Sanitary Sewer Improvements prepared by LKC Engineering, PLLC (dated January 2019) show the locations of the proposed first phase of the sewer line, pump station and the temporary impacts to WoUS. With the exception of an aboveground pump station located on the southwestern portion of UDP Tract 4 and manholes, the proposed sewer line improvements will be buried beneath the existing ground surface. The proposed pump station will have a vegetative screening buffer planted within the vicinity of the pump station fencing. The attached Pump Station Landscaping Plan prepared by LKC Engineering PLLC (dated February 2019) depicts the approximate location and designated planting of the vegetative screen. The pump station vegetative screen has been designed to utilize native plantings to the extent possible. Please note, the vegetative screening may have slight deviations to the location and designated plant species as a result of the sewer line plan review and approval by the City of Greensboro. However, the applicant expects any deviations to be minor and insignificant for purposes of determining the effect on cultural or historical resources. Furthermore, the stream designated as Stream SB (Drawing 4) is subject to the Randleman Lake Riparian Buffer regulations, thus requiring a minimum 30 -foot non- disturbance vegetative buffer between the Pilot Life buildings and High Point Road. With the exception of the proposed sewer line crossings, tree removal within the existing vegetative buffer 2 Request for Information State Historic Preservation Office Inquiry May 3, 2019 of Stream SB is not proposed to be removed and will further add to vegetative screening of the pump station to the Pilot Life buildings. Based on the above information, it is our opinion that the proposed first phase of the Pilot at Sedgefield Sewer Improvements will not result in an adverse effect to historic or cultural resources. On behalf of the USACE and KSL, Pilot requests the initiation of Section 106 consultation and review for the proposed first phase of the Pilot at Sedgefield Sewer Improvements. The second phase of the proposed Pilot at Sedgefield Sewer Improvements has been conceptually designed as depicted on the attached Proposed Pump Station Overall Site Map prepared by LCK Engineering, PLLC (dated February 2019). The second phase of the proposed Pilot at Sedgefield Sewer Improvements will provide municipal sanitary sewer services to the western portion of the Pilot at Sedgefield site. However, the second phase of the Pilot at Sedgefield Sewer Improvements cannot be designed until a stream and wetland delineation has been completed within the drained pond basin and potential impacts to WoUS can be determined. Cameron intends to request a USACE NWP Verification 29 and as applicable the corresponding NCDEQ-DWR WQC for the proposed unavoidable permanent impact to WoUS associated with the development of a senior living facility on UDP Tract 4. Cameron has worked closely with KSL to design their buildings to complement the Pilot buildings and avoid encroachment into the Pilot Life building's viewshed to High Point Road. The attached wetland impact drawings titled Resort Lifestyle Communities prepared by Bowman Consulting Group, LTD (dated May 1, 2019) depict proposed impacts to WoUS and UDP Tract 4 development. Cameron proposes to utilize a portion of the Pilot Life viewshed with a stormwater retention device. Cameron intends to use a bio -cell design that will contain a sodded cell with maximum of 50% tree/shrub canopy via interspersed plantings/trees following five years post -construction. Cameron intends to use local/NCDEQ approved species for planting within the proposed device. Fencing or other vertical improvements associated with the stormwater retention device are not proposed. The final stormwater retention device design may contain slight deviations to location and designated plant species as a result of the proposed Tract 4 UDP plan review and approval by the City of Greensboro. However, Cameron expects any deviations to be minor and insignificant for purposes of determining affect to cultural or historical resources. Based on the above information, it is our opinion that the proposed development of a senior living facility on UDP Tract 4 will not result in an adverse effect to historic or cultural resources. On behalf of the USACE and Cameron, Pilot requests the initiation of Section 106 consultation and review for the proposed senior living facility on UDP Tract 4. Mr. Timothy O'Halloran with Terracon Consultants submitted a Section 106 consultation request to your office in anticipation of Section 106 consultation by the USACE for proposed impacts to WoUS associated with development of UDP Tract 4. Your office responded to this request with a letter (ER 19-0014) dated January 17, 2019 (attached). Your letter requested detailed site plans and photographs depicting current site conditions. This request is meant to supersede the 3 Request for Information State Historic Preservation Office Inquiry May 3, 2019 previous request and provide your office with detailed information pertaining to the proposed impacts to WoUS and site development activities of UDP Tract 4. On January 22, 2019, Mr. Craig Taylor with KSL met with Mr. Mitch Wilds and Ms. Jenn Brosz with the North Carolina Department of Cultural Resources (NCDCR) to tour the Pilot Life buildings. Mr. Benjamin Briggs, Executive Director of Preservation Greensboro, Inc. was also present during the site visit. During the visit, KSL was able to explain the proposed development of the Pilot at Sedgefield, including the proposed viewshed easement, sewer and pump station improvements and UDP Tract 4 development with a senior living facility. Ms. Brosz collected several photographs of the viewshed area during the visit. As proposed, the project's size and location will result in an adverse effect to the historic property and district.
