The Division has reviewed the information and has determined the application is incomplete and cannot be processed. The application will be placed on hold until the following items are addressed: 1. Please provide the proposed typical channel cross-section for each area where channel substrate will be excavated and relocated. Please include the proposed channel depth, width, and side slopes based on a stable reference cross-section or regional curve data. 2. Provide a typical detail for the bank stabilization work proposed on Sheet C8. 3. Based on the site visit on March 21, 2019, it appears the plans might change for the boulder wall repair shown on Sheet C9. Please provide an updated plan for this area. Pursuant to Title 15A NCAC 02H .0502(c), the applicant shall furnish all of the above requested information for the proper consideration of the application. We have revised the plans based on those comments. A digital copy of the revised plans has been uploaded for your review. Our responses are listed in the same order as your comments: 1. A typical channel cross-section for Flat Creek has been added on Sheet C3.1. Attached are the regional curve data sheet used to calculate the cross section. The site-specific calculations were performed holding the calculated cross-sectional area constant and averaging the available bankfull width on site, thus the site-specific bankfull depth increased from the calculated bankfull depth. All other stream channel excavation on the site has been removed from the plan. 2. A typical bank stabilization detail has been added to Sheet C8. 3. The scope of repair to the boulder wall repair has been reduced to focus on the single dislocated boulder. 4. Additional revisions to the plans include: a. The existing boulders at the Jersey Barrier are shown and labelled "...to remain". b. "In -the -dry" is added to excavation areas. c. Precast foundations and "No wet masonry..." notes. d. Filling the sandy cross connection area is deleted. e. Creation of a boulder point on the Swings Island. We trust the attached information is sufficient for your review and approval.
